English astronomer and mathematician (1656–1742) who sits at the head of two unrelated vault clusters, and is worth a hub mainly because of what the pair reveals. In 1693 he built the first life table from real population data — the Breslau parish registers — and used it to compute annuity values *as a function of the nominee's age*, founding the actuarial pricing of lives ([[claim-halley-1693-breslau-table-founded-annuity-pricing]], [[claim-halley-1693-age-scaled-annuity-prices-britain-kept-flat]]). In 1716 he proposed deriving the Sun's distance from transit-of-Venus timing differences, using nothing but telescopes and common clocks ([[claim-halley-1716-transit-of-venus-parallax-method]]).

Both methods were correct, publishable, and ignored in his lifetime. The British government went on selling annuities at a single flat price for decades; the first transit expeditions sailed in 1761, nineteen years after he died.
