Gene I. Rochlin
Co-founder, with Todd La Porte and Karlene Roberts, of the Berkeley High Reliability Organizations (HRO) research program. His introduction to the 1996 special issue of the Journal of Contingencies and Crisis Management names the three organizations chosen for the project's founding 1984 fieldwork.
Matters to this vault because that founding case list directly links High Reliability Theory's origin to the vault's own AI-infrastructure security research: one of the three founding cases was Pacific Gas & Electric's grid-management operations, the same structural domain Bit2Watt's finding addresses.
