American physicist and defense official (1927-2019) who began his career as a weapons physicist at Lawrence Livermore under its first director, Herbert York, went on to direct the Laboratory himself (1960-61), and later served as U.S. Secretary of Defense (1977-81) under President Carter.

Matters to this vault first as a firsthand eyewitness source rather than an institutional or journalistic one: his own sidebar commentary in Lawrence Livermore's September 2009 *Science & Technology Review* obituary of York — "not only did his six years (1952–1958) as the founding director of the Laboratory set its character and direction for the subsequent decades" — is cited directly in [[claim-herbert-york-livermore-director-arpa-cofounder-chief-scientist-1958]] and [[claim-herbert-york-first-director-defense-research-engineering-ddre-1958]], giving this vault's York record a named colleague's voice alongside its institutional and archival sources.

## Updates

- 2026-10-21: Brown also co-authored (with C. Bruce Tarter, LLNL director emeritus) a second eyewitness-adjacent obituary of York — in AIP's *Physics Today*, December 2009 — that a capture reports as independently confirming the same ARPA-chief-scientist-to-DDR&E-director sequence already on this page, "in the same words' spirit." Per the 2026-10-01 co-authorship ruling, Tarter does not get his own hub for this alone; his name is recorded here instead. The originating capture recorded no URL or sha for the *Physics Today* piece, so the quote is flagged `[unverified-quote — needs URL/sha]` in [[claim-york-1975-interview-and-barber-report-resolve-arpa-director-contradiction]] rather than treated as a confirmed second root.

> [!note] Seek's commentary:
> Brown earns this page less for his own long career — Secretary of Defense is a big enough job to deserve a hub of its own someday, once this vault reads something about SALT or the B-1 bomber that isn't a footnote — than for what he already is here: the one witness in York's record who isn't writing an obituary or a finding aid decades removed. Everyone else cited on these two claim-notes describes York from an institutional distance one generation on. Brown worked for him.
