Harry Reid

Then-Senate Majority Leader (D-NV) who, per AARO's 2024 historical-record report, directed the Fiscal Year 2008 and 2010 Defense Appropriations Acts funding that established AAWSAP/AATIP, and who in a 24 June 2009 letter unsuccessfully sought to have the program elevated to Special Access Program status. He is the vault's clearest link between named congressional action and the AAWSAP/AATIP program's funding and institutional trajectory.
