A disbursing officer for the US Army Signal Service in the late 1870s who resigned his commission in December 1880 "fearing his embezzlement of government funds would soon be discovered," was indicted for embezzlement in 1882, fled prosecution, had a judgment entered against him in absentia in 1883, and remained a fugitive until his 1894 capture. The vault's interest in him is narrower than his biography: NOAA's own institutional history names his scandal as a contributing factor in the Signal Service's collapsed 1880s reputation ahead of the 1890–91 civilian weather-service transfer ([[claim-noaa-history-attributes-signal-services-1880s-reputation-collapse-to-multiple-factors]]), but two research sessions checking primary and independent scholarly sources — including [[entity-benjamin-harrison|President Harrison's]] own recommendation to Congress — found no source tying the scandal causally to the actual 1890 transfer decision, rather than merely coinciding with it in time ([[claim-howgate-scandal-was-legally-dormant-for-years-before-1890-transfer]]).
