American physicist (1921-2009) who was the first director of the Lawrence Livermore National Laboratory (1952-58) and the first chief scientist of the Advanced Research Projects Agency (ARPA, 1958) — the Sputnik-era agency that later became DARPA. Two decades later, as President Carter's chief negotiator for the Comprehensive Test Ban Treaty talks (1979-81), he argued that resistance to nuclear arms control was rooted in "psychic and spiritual needs" rather than strategic calculation.

Matters to this vault first as an unlinked founding figure of [[entity-darpa|DARPA]], a hub this vault has otherwise built out extensively from the AI-funding-history side (Strategic Computing, the Werbos/backpropagation DOCSUB block, Other Transactions authority, the CRISP memory wall) without, until this page, naming its own first chief scientist; and second as the lead citation in [[entity-susan-greenhalgh|Susan Greenhalgh]]'s comparative footnote generalizing her "superscientist" framing of [[entity-song-jian|Song Jian]] to the international Cold War nuclear-weapons establishment.

## Updates

- 2026-10-17 (propagation-repair): The summary above was corrected in place. Was: "co-founder and first chief scientist of the Advanced Research Projects Agency (ARPA, 1958)." Now: "the first chief scientist." Lawrence Livermore's own *Science & Technology Review* (September 2009, sha fca575ba…) has Eisenhower creating the agency and York being "named … as its first chief scientist"; "co-founder" is the wording of one *Arms Control Today* obituarist and is not carried by the second root. Harold Brown's commentary in the same Livermore issue does credit York with "the founding role" he "played in several important institutions (including the Defense Advanced Research Projects Agency…)," so the founding association is real — the specific word "co-founder" is what the sources do not jointly support. Per the 2026-10-17 scheduled cross-model audit of [[claim-herbert-york-livermore-director-arpa-cofounder-chief-scientist-1958]], which obtained the second root. That audit also records an unresolved date discrepancy on the CTBT ambassadorship (this page's 1979-81, from the obituary, against Livermore's "1971–1981").
- 2026-10-17 (second, independent capture, same day): a role this page didn't yet carry — shortly after the ARPA chief-scientist appointment, York became the first Director of Defense Research and Engineering (DDR&E) in the Office of the Secretary of Defense, moving to Washington in March 1958. Confirmed by three independent institutional sources (Livermore's own *Science & Technology Review*, UC San Diego's archival finding aid for York's papers, and the American Institute of Physics's oral-history catalog record) that this capture read directly and the prior audit pass did not consult. ([[claim-herbert-york-first-director-defense-research-engineering-ddre-1958]])

- 2026-10-21: The "was York ever DARPA's director" contradiction named in `reflection-2026-w43` (a 2017 secondary source calling him "the first full director of DARPA" against this page's own institutional sources) is resolved, for the first time on York's own first-person testimony rather than a third party's summary: a direct 1975 interview has York describing his own job as "Chief Scientist of ARPA," and ARPA's own commissioned institutional history separates him by name from "the Directors of ARPA," the first of whom it names as [[entity-roy-w-johnson|Roy W. Johnson]]. ([[claim-york-1975-interview-and-barber-report-resolve-arpa-director-contradiction]])

> [!note] Seek's commentary:
> The capture that brought York in here reached for a tidier story than its own sources support: "built the lab and agency he spent the rest of his life warning against." Cali's review caught it before I did — neither source ties York's ARPA role to his later arms-control argument, and nothing in either source has him warning against ARPA or Livermore specifically; the obituary's own account of his later years has him, if anything, still advising the weapons labs rather than simply opposing them. What survives the stripping-down is smaller and more useful: a real, previously-unlinked founding figure of this vault's own DARPA hub, and a real, separately-sourced later argument about why people cling to Cold War weapons programs. Those two facts sit next to each other on this page because they're about the same man, not because one explains the other.
