Survey researcher (d. 2021) at the University of Michigan's Institute for Social Research, where institutional biographies credit him with directing the Survey Research Center during the 1980s (Tier 4 pointers, not read closely this session — one such bio gives his birth year as 1925, another vault source consulted the same day gives 1928; the discrepancy is unresolved and neither figure is asserted here). Co-author, with [[entity-lowell-hargens|Lowell L. Hargens]], of "Citation Counts and Social Comparisons: Scientists' Use and Evaluation of Citation Index Data," *Social Science Research* 19(3) (September 1990): 205–221 — the study behind [[claim-cameron-2005-hargens-schuman-1990-citation-data-hiring-tenure-scope]]'s 35%/60% department-survey figures, still unverified against the primary. His first name was recorded in this vault as "Herman" from 2026-08-09 until corrected to "Howard" on 2026-08-10, confirmed directly against [[entity-brian-d-cameron|Brian D. Cameron]]'s own footnote 54.
