Chinese Communist Party leader (1915–1989) who rose to General Secretary
of the CCP from 1982 to 1987, remembered as a champion of reform-era
liberalization within the Party and, after his 1989 death, as the figure
whose memorial gathering became the opening event of the Tiananmen Square
protests.

In this vault's population-policy cluster he appears earlier and more
narrowly: as the recipient, in 1984, of
[[entity-liang-zhongtang|Liang Zhongtang]]'s report renewing a two-child
counter-proposal to the emerging one-child policy — a report Liang says Hu
favored in principle, but on which Hu took no action for months, leaving
the proposal to stall before Liang instead ran his own pilot in Yicheng
County from 1985.
