Mao Zedong's designated successor as Chairman of the Communist Party of China
and Premier of the State Council in the late 1970s, before being eclipsed by
Deng Xiaoping. Matters to this vault as the leadership figure whose
government work report to the Fifth National People's Congress (26 February
1978; the State Council had approved the family-planning leading group's
report carrying the same target two days earlier, on 24 February) set the
target of bringing China's national natural
population growth rate below 1% within three years, per
[[entity-liang-zhongtang|Liang Zhongtang]]'s own account the target that
[[entity-chen-muhua|Chen Muhua]]'s newly formed family-planning leading group
then translated into "one couple, one child" at its 26-28 June 1978 meeting —
predating [[claim-song-jian-self-credited-1980-projections-triggered-one-child-policy|Song
Jian's public emergence]] by nearly two years.

- 2026-08-30: Greenhalgh's 2003 article quotes Hua directly, from before
  the population-as-*crisis* framing her own article dates to mid-1979:
  "As late as mid-1978, Hua Guofeng, Mao's short-lived successor,
  justified the harsh restrictions on reproduction then in place in terms
  of the necessity of planning in a socialist society" (p. 172) —
  planning-based reasoning, not crisis-based reasoning, from the same
  leader whose February 1978 work report set the sub-1% growth target this
  page already documents.
