British economist, LSE Professor of Commerce in 1949–50, and later joint
winner of the 1977 Nobel Memorial Prize in Economic Sciences for work on
international trade and capital movements. In this vault he appears as the
administrator, not the trade theorist: his 7 December 1949 internal budget
memo, quoted verbatim by Nicholas Barr from LSE's own archives, proposed how
the School would fund [[entity-bill-phillips|Bill Phillips]] to build a
second, improved [[claim-phillips-moniac-hydraulic-economic-computer-1949|MONIAC]]
for LSE in 1950 — and is the actual documentary origin of the "£400" figure
now popularly (and incorrectly) attached to the original 1949 prototype.
