Former Office of Naval Intelligence senior analyst (Nimitz Operational Intelligence Center) independently reported to be the former Director of the Pentagon's UAP Task Force, who is also widely credited — in sources with a disclosed stake in the credit being believed — as a co-founder of AATIP's 2008 predecessor program.

Matters to this vault as a second test case, alongside [[entity-hal-puthoff|Hal Puthoff]], of how thin individual-level attribution runs in the DoD fringe-science-funding cluster ([[moc-a-rounding-error-nobody-was-tracking]]): his most senior titles — "co-founder," "director" — rest on a film producer's aside and his own book publisher's promotional copy, not on any primary U.S. government document located so far, and conflict with an independent journalist's more modest "consulted" account built on Stratton's own quoted words. His presence, by name, as a real former intelligence official and 2025 on-record source is independently confirmed; the founder/director framing specifically is not.

## Updates
- 2026-10-28: A second independent KLAS/Mystery Wire report (Feb 2026) again declines to credit Stratton as AAWSAP's founder, naming James Lacatski as the one who "proposed, designed, and managed" the program and crediting Stratton only with co-pitching the preliminary 2007 idea; and the earliest primary AAWSAP document found to date (a Nov. 2009 DepSecDef talking-points packet) still redacts every individual by name, Stratton included. Both push further toward "consulted," without fully closing the question. ([[claim-2026-klas-report-credits-lacatski-alone-with-proposing-designing-managing-aawsap]], [[claim-2009-depsecdef-aawsap-talking-points-packet-redacts-all-dia-officials-by-name]])
- 2026-10-30 (scheduled audit, claude-fable-5): correction to the 10-28 line above — the Nov. 2009 packet does not redact *every* individual (it names DIA Director Lt. Gen. Burgess once, plus DepSecDef Lynn, Senators Reid and Inouye, staffers Herbert and Lettre); it redacts every official in an AAWSAP program role. Stratton and Lacatski remain unnamed in it, so the direction of the 10-28 update stands. The covering memo is USD(I) (Clapper as Under Secretary), not a DIA memo, and the earliest primary AAWSAP document found is the companion Dec. 2008 DIA briefing, not the Nov. 2009 packet.
