DARPA/IPTO program manager whose own oral-history testimony — quoted in Eric
Gilliam, "A Note on the Changing Faces of (D)ARPA" (Good Science Project,
2025) — independently corroborates a pattern the vault had only seen from
Paul Werbos's side: after the 1969 Mansfield Amendment, DARPA program
managers were "careful to justify projects with specific military
applications in mind," pushed toward "more development work compared to the
research work." Real, named, and load-bearing to a cross-domain bridge
between the vault's AI-history and science-funding-politics clusters — hence
the hub, on a one-source-so-far footing (see the flag in

that his words arrive here secondhand, via Gilliam, not his own transcript).
