[[entity-susan-greenhalgh|Susan Greenhalgh]]'s 2003 *Population and
Development Review* article as "Li 1980: 5" for the claim that the State
Council Family Planning Leading Group's June 1978 recommendation was
approved by the Central Committee and the State Council.

Matters to this vault as the earliest identified contemporaneous source
for the June 1978 leading-group meeting central to the dispute over when
China's one-child policy originated. Her article is not yet read directly
by any vault session; the vault holds only Greenhalgh's citation of it.
Resolving whether "roughly a decade" or "roughly seven years" is the
fairer figure for how long coercive birth limitation predates the
one-child policy most plausibly runs through her contemporaneous account
rather than through either later retrospective essay.

- 2026-09-10: Her 1980 article read directly for the first time — located
  on *Renkou Yanjiu*'s own current site rather than via Greenhalgh's
  citation of it. In her own words, the Central-Committee-approved "one
  best, two at most" recommendation was, eighteen months later, still
  being surveyed province by province for feasibility, and her own
  closing assessment of birth-planning work as a whole uses the standard
  work-in-progress formula "arduous tasks... bright future" — the
  clearest primary-source lean the vault has found toward reading the
  June-1978-era recommendation as a preliminary step rather than an
  already-completed policy.

  The same direct read also found the journal's own byline and
  citation-metadata page, corroborated independently by Liang Zhongtang's
  2009 essay, spell the author's surname 栗 (Lì), not 李 (Lǐ) as this page
  and Greenhalgh's citations have it — a plausible transliteration
  conflation, flagged for a queen decision rather than acted on here
