British scientific civil servant (MAFF/Defra, 1975–2012) and, later, historian
of the institution he served in — author of a 2016 personal-account paper on
the 1971 Rothschild report and co-author, with Neil Calver, of a 2015
peer-reviewed historical analysis of the same episode. Matters to this vault as
the primary living witness the vault's entire Rothschild "customer-contractor"
claim cluster currently rests on: both of his papers independently quote and
locate the report's load-bearing Section II, Paragraph 6 passage, and his 2016
account is the vault's canonical source for it after a 2026-08-28 correction
replaced a conspiracy-site mirror with his paper's own venue.

Because he is the common author across both corroborating papers, the vault
treats the second paper as strong support rather than a fully independent
witness — worth naming plainly rather than letting two citations by one person
read as two unrelated sources.
