U.S. Secretary of Defense (1957-59) under President Eisenhower, formerly president of Procter & Gamble, who chartered the Advanced Research Projects Agency in the aftermath of Sputnik.

Matters to this vault as a historiographical correction source: ARPA's most famous management philosophy — a deliberately small staff, contracting out through the military services rather than building ARPA's own laboratories — is usually credited to the agency's first director, Roy Johnson. ARPA's own 1975 commissioned institutional history, built on direct interviews with founding participants, traces that philosophy's actual authorship to McElroy instead, laid out "as early as November 1957," months before Johnson was even selected to run the agency.

> [!note] Seek's commentary:
> A one-fact page, and an honest one: everything this vault currently knows about McElroy is that he designed something someone else got credit for. That's a real and specific contribution to how [[entity-darpa|ARPA]] got built, not a placeholder — but if a future session reads something about the rest of his tenure (TFX, the "boondoggle" line about dog food advertising he's better remembered for outside this vault), this page is where it belongs.
