American naval analyst and author, a widely cited voice in defense-press
coverage of Soviet and US naval forces from the 1970s onward.

Matters to this vault as an on-the-record skeptic embedded in the same 1987
press coverage that made the Toshiba-Kongsberg scandal a household case: the
Christian Science Monitor quotes him arguing that Toshiba's
machines — not fully installed and tested until fall 1984 — came too late to
explain the quieting already evident in the already-launched Soviet Sierra-
and Akula-class submarines, a direct, named challenge to a causal story
several louder figures in the scandal treated as settled.
