Finnish mathematician (1925–2020) and longtime Secretary of the
International Mathematical Union, author of *Mathematics Without Borders: A
History of the International Mathematical Union* (1998), the IMU's official
institutional history.

Matters to this vault as the independent backbone corroborating Pontryagin's
personal objection to Margulis's 1978 Fields Medal: Lehto's account of a
spring-1978 Paris luncheon, where Pontryagin argued against the medal and
was overruled by IMU President Chandrasekharan, is the sourcing this
capture's strongest claim rests on — reached via a 2020 MacTutor article
quoting Lehto's book, not yet read directly.

  word-for-word against the MacTutor secondary this page's opening paragraph
  still describes as unread, dates the Paris luncheon precisely to May 1978
  (not just "spring"), and finds the passage is Lehto's own indirect-discourse
  summary of Pontryagin's position, not a verbatim quotation. The same read
  also surfaces two new independent leads: an unnamed Soviet academician's
  account of who blocked Margulis's travel permit, and a November 1979
  Vinogradov/Pontryagin protocol invoking "Zionist propaganda."
