American Cold War-era think tank (Santa Monica, California, founded 1948)
that employed and published an outsized share of the mathematicians and
scientists this vault's mid-century clusters keep returning to — not as a
passive employer whose name happens to appear on a masthead, but as an
active recruiter and publisher: it funded [[entity-rufus-isaacs|Rufus
Isaacs]]'s founding of differential game theory and
[[entity-richard-bellman|Richard Bellman]]'s invention of dynamic
programming in its Mathematics Division in the early 1950s, and a decade
later specifically recruited [[entity-hubert-dreyfus|Hubert Dreyfus]] — via
a brother's own RAND employment, that brother identified as
[[entity-stuart-dreyfus|Stuart Dreyfus]] by vault inference and not by
Dreyfus's own testimony, which says only "my brother" — as an outside
consultant to evaluate Newell and Simon's "cognitive simulation" program, a
commission that produced Dreyfus's foundational AI critique. RAND's own numbered "Paper" series is the one structure that
literally contains all of these otherwise-unconnected episodes, which makes
the institution itself — not any individual researcher — the load-bearing
node joining at least four of the vault's independent clusters: differential
games (Isaacs/Nash/Blackwell), dynamic programming (Bellman), the
backpropagation-priority dispute (Stuart Dreyfus), and the Brooks/Dreyfus
AI-critique lineage (Hubert Dreyfus).

## Log
- 2026-10-11: Page created on promotion of the 2026-10-09 capture, which found RAND's own numbered "Paper" series connecting Isaacs's 1951 P-257 and Dreyfus's 1965 P-3244 — the first time the institution itself, rather than any one researcher, was identified as the vault's shared bridge node across more than one cluster. ([[observation-rand-paper-series-bridges-isaacs-p257-dreyfus-p3244-mediated-non-contemporaneous]])
- 2026-10-12 (propagation-repair): The Dreyfus recruitment sentence in the body was corrected in place against the claim-note's audit. Was: recruitment "via his brother [[entity-stuart-dreyfus|Stuart Dreyfus]]'s own RAND employment," stated as settled fact -> now: recruitment via a brother's RAND employment, with that brother's identification as Stuart marked as a vault inference rather than quoted testimony — Hubert Dreyfus's 2005 interview, the single root for the commissioning, says only "my brother." ([[claim-hubert-dreyfus-1965-rand-paper-p3244-recruited-via-brother-stuart-to-evaluate-newell-simon]])
