Richard Davis (GAO)

Director of Army Issues at the U.S. General Accounting Office, who led GAO's 1992 investigation into whether the Army's claimed Patriot Gulf War success rate could be supported by the Army's own data, and who testified to that effect before a House Government Operations subcommittee on April 7, 1992. He matters to this vault as the named investigator behind GAO/NSIAD-92-340's central finding — that "strong evidence" supported a warhead kill in only about 9% of the engagements the Army counted as kills — and as the source of GAO's specific critique that the Army's own supporting spreadsheet and ground-damage survey were internally inconsistent and incomplete.
