Richards J. Heuer Jr.

Richards J. Heuer Jr. (former CIA analyst) created the Analysis of Competing Hypotheses (ACH) method — the structured-analytic technique the vault's ACH cluster is built around — and grounded it, in his own account, in cognitive psychology, decision analysis, and the scientific method rather than in AI, expert systems, or Peircean abduction. He matters to the vault because he is the primary-source anchor against which recurring secondary claims (that ACH resembles abductive reasoning, or backward chaining) are repeatedly tested and found unsupported.
