DARPA director from 1981 to 1985. Took Robert Kahn's technical vision for
what became the Strategic Computing Initiative and connected it to the
Reagan defense buildup and to congressional concern about Japan's
technological challenge — per Roland & Shiman's institutional history,
consulting first with his boss Richard DeLauer, "who was particularly
exercised by the Japanese Fifth Generation." The vault's central finding
about Cooper (2026-08-02) is a split between his public and private
positions: he privately believed Japan's Fifth Generation program "did not
pose a major threat to the United States," and used the threat narrative
instrumentally — "a rationale and a potent political lever" — to secure new
funding rather than out of genuine alarm.
