Co-founder of HNC Software (San Diego, UCSD-adjacent), whose 1992 Falcon
Fraud Manager — a neural-network system for real-time card-fraud scoring —
became, via FICO's 2002 acquisition of HNC, the seed of infrastructure FICO
itself states was used in approximately 65% of all credit card transactions
worldwide as of 2008. He matters to the vault because his commercial work is
the largest, least-credited destination found so far for 1980s connectionist
research that academia had largely written off — a fact the vault has now
confirmed at Tier 1 rests entirely on FICO's own disclosures, not on any
recognition of Hecht-Nielsen's or HNC's role.
