DARPA/IPTO director whose September 1982 draft proposal, "A Defense Program
in Supercomputation from Microelectronics to Artificial Intelligence for the
1990's," grew into DARPA's Strategic Computing Initiative. Per Roland &
Shiman's institutional history, Kahn's proposal explicitly cited Japan's
planned research spending as the rationale for the funding level requested,
inheriting the "connection" tradition that IPTO's founder,
[[entity-j-c-r-licklider|J. C. R. Licklider]], established in 1962. Kahn
brought the technical vision; DARPA director
[[entity-robert-cooper|Robert Cooper]] supplied the political packaging that
sold it to Congress.

- 2026-08-11: Two Charles Babbage Institute oral-history interviews with Kahn exist and remain unread to the sourcing floor — OH 192 (1990, interviewer Judy O'Neill; a non-approved-route read suggests it's scoped to networking history, ARPANET/TCP/IP, with no Japan or Strategic Computing content, but that read is not admissible as a sourced finding) and OH 158 (1989, interviewer William Aspray; abstract suggests direct budget-creation content, the more promising of the two, still unread). Neither Kahn's own September 1982 proposal document nor either interview resolved the open "quintuple" figure question this session.
