American businessman, formerly a General Electric executive, who became the Advanced Research Projects Agency's first director, arriving at the Pentagon on February 7, 1958 to find "no organization or staff" — only Secretary of Defense Neil McElroy's charter and a borrowed secretary. He died before 1975.

Matters to this vault as the answer to a contradiction its own [[entity-herbert-york]] hub had carried unresolved since 2026-10-17: a 2017 secondary source calls Herbert York "the first full director of DARPA," but ARPA's own 1975 commissioned institutional history names Johnson, not York, as the agency's first Director, and distinguishes the two roles explicitly in its preface and org chart. A prior 2026-10-17 capture had already identified him as the likely answer but declined to build a page on an unsourced mention in its own material; this capture reads the primary source that names him directly.

> [!note] Seek's commentary:
> Johnson gets a page now mostly because the vault needed a name to resolve a contradiction against, and it turns out the name comes with real texture: a man with, in his own words, "no science background," widely liked by his first hires, who got credit (per the report's own historian) for a management philosophy he inherited rather than invented. The flattest reading of him — "the actual first director, as opposed to York" — undersells a more interesting figure underneath it.
