The ANSI-accredited standards committee (under NCITS) that develops the ATA/ATAPI hard-drive command-set specification. In 2000–2001 it hosted the fight over whether to standardize the [[4C Entity]]'s [[CPRM]] copy-protection scheme into ATA — a proposal that a December 2000 sub-vote and an April 2001 full vote both failed to clear T13's two-thirds late-proposal supermajority threshold, despite each winning a bare majority.
