Political scientist at UC Berkeley who co-founded, with Gene Rochlin and Karlene Roberts, the Berkeley High Reliability Organizations (HRO) research program, and authored its clearest single statement of [[entity-high-reliability-theory|High Reliability Theory]]: "High Reliability Organizations: Unlikely, Demanding and At Risk" (1996).

Matters to this vault as the originator of HRT, the standard academic counter-argument to [[entity-charles-perrow|Charles Perrow]]'s Normal Accident Theory: where NAT holds that tight coupling plus complex interactivity makes catastrophic failure structurally inevitable, La Porte's own fieldwork argues those conditions are "necessary but not sufficient" — reliability under them is achievable, but costly and never automatic.
