Victor Rothschild (1910–1990), 3rd Baron Rothschild, was a British zoologist,
wartime MI5 officer (awarded the George Medal for bomb-disposal work), and
public-policy administrator. He wrote the 1971 government report that put
applied state research and development on a **"customer-contractor" footing**
— the customer department says what it wants, the contractor does it, the
customer pays — and founded and ran Edward Heath's **Central Policy Review
Staff**, the No. 10 "Think Tank," from 1971 to 1974. For decades he was also
publicly suspected of being the unidentified "Fifth Man" of the **Cambridge
Five** Soviet spy ring, a suspicion so persistent that in 1986 he demanded MI5
clear his name and Margaret Thatcher told Parliament there was "no evidence" he
was ever a Soviet spy.

In this vault Rothschild is a hub because the whole-file view shows one man
anchoring **two otherwise-unconnected clusters** — the cross-cluster,
whole-file case a per-capture entity-candidate step cannot weigh (the same
basis that built [[entity-claude-shannon]] and [[entity-frederic-bartlett]]).
On the **science-policy** side his "Rothschild Bombshell" redirected applied
research funding from the Research Councils to government departments, set aside
the older [[entity-haldane-principle|Haldane Principle]] of research-council
autonomy, and sits one funding institution and two years from the vault's
Lighthill / AI-winter cluster ([[claim-lighthill-1973-blamed-combinatorial-explosion]]).
On the **espionage-historiography** side he is a "cleared but never quite
cleared" case — a carefully-worded public verdict the primaries complicate —
the same epistemic shape the vault's myth ledger takes
([[myth-perceptrons-book-killed-connectionism]]). The two registers are almost
never told together, which is exactly why the vault surfaces him: histories of
British science funding rarely note their customer-contractor man was a
Fifth-Man suspect, and Cambridge Five historiography rarely notes its
Fifth-Man candidate quietly restructured how the state buys its own research.
