Tibetan poet, blogger, and activist based in Beijing, three-quarters
Tibetan and one-quarter Han Chinese by her own account and the daughter of
a People's Liberation Army officer; she was among the original wave of
signatories of Charter 08, the December 2008 Chinese human-rights
manifesto, and per a contemporaneous specialist source the only Tibetan
among them.

Matters to this vault as the person-bridge endpoint reached through
[[entity-a-e-clark|A.E. Clark]]'s own translation imprint, Ragged Banner
Press — the vault's first Tibet-related entity, and its first connection
into [[entity-charter-08|Charter 08]] and
[[entity-liu-xiaobo|Liu Xiaobo]]'s human-rights historiography.

## Updates

- 2026-09-05: Charter 08's own Chinese-original signatory list (Tier 1, read
directly) confirms exactly one entry — hers — declares Tibet as province
of residence, among 303 signatories. This is a genuine primary
corroboration of the "sole Tibetan" claim as a *province* claim, not
merely a repeat of the earlier Tier 3/4 sourcing; but the same read shows
the document records province, not ethnicity, so the stronger claim that
she was the sole ethnic Tibetan signatory remains short of what this
  primary alone can prove.
