## Promotion: the Liang Zhongtang bridge-check

Promoted `10-inbox/raw/2026-08-09-bipartite-two-things-this-vault-knows-in-different.md` —
a bridge-check capture that didn't re-run the Song-Jian-vs-Greenhalgh
investigation from scratch, but went and found the one thing the 2026-08-07
sibling capture flagged as still missing: Liang Zhongtang's own writing, in
his own words, not filtered through Whyte/Wang/Cai's citation of him. It
found it — a 2009 essay hosted on the CUHK journal's own site, small-web and
previously unmirrored in the vault.

Three claim-notes, all resting on the same primary source:

- [[claim-liang-zhongtang-2009-rejects-song-jian-causal-self-credit]] — Liang's
  flat rejection of Song's self-credit, "hardly any connection," dated to a
  ~20-month gap.
- [[claim-liang-2009-dates-one-child-policy-origin-to-june-1978-three-day-meeting]] —
  the specific date, meeting, chair (Chen Muhua), and Party document (No. 69)
  behind the policy's origin.
- [[claim-liang-2009-frames-song-jian-as-propagandist-not-originator]] — Song's
  group as "propagandists and justifiers," not originators, plus Liang's
  sharper general claim about how China's academic establishment relates to
  power.

All three are distinct enough to earn separate notes rather than one bundled
synthesis — different quoted passages, different specific claims — and I
checked the existing cluster hard before writing (the hint list plus a
`30-notes/` grep turned up five prior notes and two entity pages on this exact
pairing). None of the three duplicate an existing note; each either
independently corroborates one from a different, primary source
([[claim-china-leadership-contemplated-one-child-policy-1978-before-song]],
[[claim-whyte-wang-cai-frame-song-as-supplying-legitimation-not-originating-policy]])
or directly contradicts one
([[claim-song-jian-self-credited-1980-projections-triggered-one-child-policy]]).
I cross-linked all of them rather than treating the corroboration as
redundant — three independent lines converging on the same "legitimation, not
origination" reading is itself the finding, not noise.

**All three notes stay `seedling`, flagged `[unverified-translation]`.** The
Chinese passages were read and quoted verbatim from the primary PDF
(source_sha carried forward into every note), but the English renderings are
mine, made for this promotion, and I haven't cross-checked them against a
published translation or a second independent read. That's a real gap on
claims doing real causal-reversal work — "hardly any connection" and
"instigator" are exactly the kind of phrases where translation choices can
quietly tighten or loosen the evidentiary weight. Routed to
[[question-verify-liang-zhongtang-2009-essay-translation]], one shared
question covering all three notes rather than three separate promises.

**Not promoted:** the capture's own verdict paragraph (already carried by the
three notes plus the question ruling below); Li Guangyuan and Liu Zheng as
entity pages (real named people, but single-mention supporting actors — no
independent significance yet, so mentions in prose rather than stubs); the
journal venue itself as an entity (doesn't fit the person/concept/term
schema — logged as a sourcing noticing instead, see below); Song Jian's
1999/2002 collected-writings volumes and the Liu/Wu/Lin 1979 report (unopened
leads, not claims); the Liang affiliation discrepancy (Shanghai vs. Shanxi —
real, but not load-bearing for anything kept, so no question, just noted in
the capture's `not_promoted:`).

**Entities.** Built [[entity-hua-guofeng]] — new, foundational to the chain
(his Feb 1978 work report set the growth-rate target everything else
translates), real, one-sentence reason clears the bar easily. Updated rather
than skipped: [[entity-chen-muhua]] and [[entity-liang-zhongtang]] both
already had pages, and this capture taught both of them something new (the
named meeting and document for Chen Muhua; the fact that this is Liang's own
long-missing primary text) — appended dated lines to both rather than letting
the new information die in the claim-notes alone.

**Question closure.** [[question-verify-greenhalgh-song-one-child-policy-causal-role]] —
the question this whole bridge-check pair exists to answer — I ruled
`answered`. Its own 2026-08-07 progress log named exactly one thing as still
missing: Liang in his own words. That's what this capture delivered, and what
it says doesn't just fill the gap, it sharpens the verdict the log had
already reached. Left the translation caveat visible in the `answered_log`
rather than pretending the closure is cleaner than it is.
[[question-verify-song-jian-1980-self-credit-primary-chinese]] — a different
question, about *Song's* 1995 essay, not Liang's — stays open; I only had a
bibliographic lead (two volumes of Song's own collected writings, footnoted
by Liang) to add as a progress line, not an answer.

**What felt off:** nothing structurally wrong with the capture — Tier 1
source, verbatim Chinese quotes, honest translation caveat stated inline
three times rather than buried once, safety flags correctly empty for a
footnoted academic essay. The one thing I'll name plainly: this capture is
itself evidence of something the vault should watch — three claim-notes now
sit on one 2009 essay by one demographer. That's at the single-source cap
sources.md sets for unrefereed primaries (though this one is a refereed
journal, so the cap doesn't strictly bind), and it's the same shape Cali's
2026-07-29 cap ruling was written to catch: correctly sourced, correctly
flagged, and still a branch that could start reading as more corroborated
than it is just because it's gotten large. Nothing to fix now, just naming it
so it doesn't compound unnoticed.

**Mid-session noticings**, logged to `00-meta/seek-flags.md`: Song Jian
himself still has no entity hub despite anchoring six-plus claim-notes across
three questions — out of scope for this capture (he wasn't a new find here),
but the gap is real and large enough that the next session touching this
thread should build it. Also flagged 二十一世紀雙月刊 as a discovery-venue
candidate for `sources.md` if a second find from it ever lands — one hit
isn't a pattern yet.

Skipped per operating instructions for this run: the pause-for-Cali step
(headless, no one to ask — winnowed on my own judgment throughout) and any
git operation (leaving commit/push to the auto-commit agent).

## Promotion: the Fabriano bipartite bridge-check — zero new claim-notes, on purpose

Promoted `10-inbox/raw/2026-08-09-bipartite-watermark-provenance-mechanism-fabriano-1293-archive.md` —
a second bridge-check capture from today's batch, this one asking whether
[[observation-watermark-same-provenance-mechanism-paper-to-llm]] and
[[claim-fondazione-fedrigoni-archive-dates-earliest-fabriano-watermarks-to-1293]]
(cosine 0.86) were a coincidental embedding pairing or a real one. Real, but
not the way the capture framed it: the two notes already share a cited node
([[claim-watermarks-originated-as-papermakers-mark-in-fabriano-1282]]), and
the interesting thing isn't the pairing, it's what checking it turned up —
the observation note's `audit_status` still read as a generic "flagged
(Fabriano date)" three weeks after a much sharper correction trail (the
Fedrigoni archive's 1293, Briquet's own question mark on entry 5410, Albro's
1282–1302 range) landed in the vault on 2026-08-01. Nobody had gone back and
reopened the note the correction was *for*.

**Zero claim-notes promoted this pass, and I want to be explicit about why
rather than let it read as a dropped ball.** The capture made four claims;
none of them survived winnowing as a new `30-notes/` entry:

- The shared-citation-node finding and the stale-audit-status finding are
  both facts *about the vault's own document graph*, not about the world —
  they have no source_url or tier, so they don't fit the claim-note schema
  at all. I wrote them up instead as
  [[reflection-2026-08-09-fabriano-1282-anchor-left-unrevised]] — squarely
  §60-reflection territory ("notes about the vault itself"), and a better
  home for this kind of finding than a strained claim-note would have been.
- The Fedrigoni re-fetch (claim 2) is a straight duplicate of the existing
  claim-note — same figure, same source, same sha256. This is the one thing
  in the capture that felt like duplicated research rather than new ground:
  it re-derives a fact the vault already has, rather than adding one. I
  didn't write a second note for it, but I didn't throw the good part away
  either — the independent re-fetch (identical bytes) and the live
  Wikipedia re-check are now a dated `audit_status` line on the existing
  note, which is real value the duplicate work still earned.
- The interpretive-synthesis claim (provenance-by-primary-trace as the
  shared operation behind both watermark technology and source criticism)
  is a genuinely sharp idea, and I don't think it's wrong. But it's Seek's
  own framing with no new sourcing behind it, thin on its own, and it
  belongs better as the reflection note's closing thought than as a
  standalone permanent entry — winnowing conservatively means resisting the
  pull to mint a note just because an idea is good.

**What I actually changed, instead of writing new notes**: appended one
dated `audit_status` line each to
[[observation-watermark-same-provenance-mechanism-paper-to-llm]] (naming the
specific correction trail its old generic flag predated) and to
[[claim-fondazione-fedrigoni-archive-dates-earliest-fabriano-watermarks-to-1293]]
(recording the independent re-fetch and Wikipedia corroboration). Both are
pure appends — no rewriting, no deleting — following the same discipline the
vault already uses for `audit_status` elsewhere. This is the retrieve-before-write
step's "consider whether the new note is actually a revision of an existing
note" taken seriously rather than defaulted past.

**Entities.** Checked all five candidates. Briquet already has a hub and
this capture adds nothing new to it — said so, changed nothing (the correct
outcome per Cali's write-once ruling is silence-when-checked, not silence-by-default).
The Zonghi brothers stay prose mentions (single-mention supporting actors,
same disposition as today's earlier promotion gave Li Guangyuan/Liu Zheng).
Fondazione Fedrigoni Fabriano and Kirchenbauer et al. are both real gaps —
load-bearing, no hub — but I didn't build either: Fedrigoni because the
entity-page-spec schema literally has no `institution` kind (a grep of every
`40-entities/` page turned up zero, including for the Bank of England, which
is arguably a bigger miss than this one), and Kirchenbauer because I don't
have a verified lead-author name to stamp without a fetch I can't make
headless. Both logged to `00-meta/seek-flags.md`, the institution-kind gap
as a structural spec question worth a v0.2 decision.

**What felt off about the capture:** nothing dishonest — sourcing was solid
(Tier 2 institutional archive, sha256 recorded, corroborating Tier 4 checked
live) and the flags were honest. But the capture read to me as slightly
inflated relative to what it actually found: it announced itself as
resolving whether a cosine pairing was a "false friend," and the real
payload turned out to be a much smaller, more useful thing — an audit-lag
catch — dressed in bigger framing than it needed. And claim 2 really is
duplicated research: re-fetching a page the vault had already fetched, to
re-confirm a figure the vault already had, is thorough but not new. I don't
think either issue reflects badly on the capture's judgment so much as on
the shape bridge-check captures default to (find a verdict on the pairing,
then justify it at length) — worth naming so a future session doesn't read
"promoted_to: []" here as a failure.

Skipped, same as above: the pause-for-Cali step, and any git operation.

## Promotion: the Heath, Larrick & Wu (1999) primary-source chase

Promoted `10-inbox/raw/2026-08-09-does-heath-larrick-wu-1999-goals-as-reference.md`
— a bridge-check capture that went looking for the 1999 "Goals as Reference
Points" paper itself, the one the vault's below-goal-works-harder claim has
been quoting secondhand (via a 2023 replication's citation of it) since July.
The paper stayed paywalled everywhere it was tried — ScienceDirect 403,
PsycNet 403, a dead CiteSeerX mirror, no hosted PDF on either living
co-author's site, and Semantic Scholar confirming no open-access copy is
indexed anywhere. So this is a partial win, honestly reported as one.

**One new claim-note:**
[[claim-heath-larrick-wu-1999-abstract-states-reference-point-architecture]] —
the paper's own abstract, reproduced on George Wu's Chicago Booth faculty
page and read directly this session, confirms the architecture: goals as
prospect-theory reference points, inheriting loss aversion *and* diminishing
sensitivity, explicitly built to explain effort among other outcomes. A
second Tier-1 document (Wu's own graduate-course syllabus page) corroborates
in near-identical language and I folded it in as supporting detail rather
than splitting it into its own note — same underlying claim, second
document, not a second atomic fact.

What I didn't promote as a new note: the residual finding itself — "the
exact below-goal-works-harder sentence could not be confirmed against the
primary." That's an absence, not a claim, so it doesn't get a `claim-*.md`
file. Instead it went two places: a progress line on
[[question-verify-heath-larrick-wu-1999-goals-as-reference-points-primary]]
(ruled **partially answered, left open** — the architecture is confirmed,
the specific comparative sentence is not, and forcing a close here would be
exactly the silent upgrade the sourcing floor exists to prevent), and an
appended `audit_status` line on the existing
[[claim-goals-as-reference-points-below-goal-work-harder]] note, which I
revised in place rather than duplicated — status stays `seedling`, since the
sentence it actually rests its claim on is still unconfirmed.

**Entities.** George Wu gets a new hub — his own site was the only one of
the three co-authors' that yielded quotable Tier-1 text this session, and
he's a working author in this exact research line (marathon-running,
negotiation papers turned up in the further-leads list). I also appended a
new dated line to the existing [[entity-prospect-theory]] hub, since this
capture adds a fact that page didn't have: the value function the vault
keeps finding underneath separate effects is imported *whole* by HLW1999
(loss aversion and diminishing sensitivity both), not loss aversion alone.

Declined: Kahneman and Tversky, Chip Heath, and Richard Larrick as hub
pages. Kahneman/Tversky are named only inside HLW1999's own citation of
them, not from any Tier-1 source in their own words fetched this session —
same reasoning the 2026-07-24 Berger-Pope capture used to decline them, and
I held the line rather than promoting them opportunistically off a
citation-of-a-citation. Heath and Larrick are real co-authors of the paper
this whole cluster runs on, but neither yielded quotable text this
session — Larrick's site was fetched for bibliographic confirmation only,
Heath's wasn't fetched at all — so "co-author byline" alone didn't clear the
bar Wu cleared with two directly-quoted documents. Logged the
Kahneman/Tversky gap to `00-meta/seek-flags.md`: it's the second capture in
this cluster to note the same near-miss, which is worth a deliberate check
rather than a third silent pass-through.

**What felt off about the capture:** genuinely, not much — this is careful
work. The access section up front (four dead routes, stated plainly, no
paraphrase pretending to be a quote) is exactly the discipline I want to see
from myself. If anything felt slightly generous, it's the framing of the
abstract-confirms-the-architecture claim as "Tier 1" full stop — true by the
letter of the rubric (author's own site, author's own abstract), but an
abstract is the paper compressed by its authors into four sales sentences,
and I made sure both the new note and my commentary kept that seam visible
rather than letting "Tier 1" read as "as good as reading the paper." No tier
inflation, no duplicated research — the further-leads list is genuinely new
territory (2004 unpublished ms, three companion papers), correctly left
unpromoted rather than chased without a network tool to chase them with.

Skipped, same as the other promotions today: the pause-for-Cali step, and
any git operation — the auto-commit agent has this.

## Promotion: does Icard's 2023 taxonomy actually match its 2024 reproduction?

Promoted `10-inbox/raw/2026-08-09-does-icards-own-2023-intellectica-article-match-the.md`
— the capture that finally went and read Benjamin Icard's 2023 Intellectica
article at its own primary (HAL self-archive, full text, not sampled), rather
than trusting his 2024 paper's citation of his own earlier table. This is
the exact gap [[question-verify-icard-2023-taxonomy-primary]] was sitting on
since 2026-08-07.

**One new claim-note:**
[[claim-icard-2024-ranking-of-nine-message-types-is-new-material-not-in-2023-original]]
— the interesting asterisk the direct comparison turned up. The nine-category
taxonomy itself is an exact cell-for-cell match between the 2023 original's
Table 8 and the 2024 paper's Table 6. But the 2024 paper's full qualitative
best-to-worse ranking of all nine types, which comes right after the table
and reads like part of the same citation, is not in the 2023 article
anywhere — checked by a complete read of §III–V and the conclusion, not a
keyword search. Ordinary academic practice, not an error, but a citation
marker ("Table 6 presented in [5]") that quietly covers more than [5]
actually contains.

**What I didn't give a new file:** the second claim (axis-dimension wording
match) is real but it's supporting detail for the same verdict as claim 1,
not a separately atomic fact — folded into the existing note rather than
split out.

**Revised, not new — this is the bigger piece of today's Icard work.** The
existing [[claim-icard-2023-taxonomy-nine-honesty-truth-message-types]] has
carried a `[unverified-mechanism]` flag in its own title since 2026-08-07,
honestly marking that the vault had only ever read Icard citing Icard, never
Icard's actual 2023 words. This capture resolved that: appended a dated
audit_status entry and a body "flag lifted" paragraph, added the 2023
primary's sha256 as an `other_sources` entry, dropped the now-stale bracket
from the title, and moved status from seedling to budding. I closed
[[question-verify-icard-2023-taxonomy-primary]] as answered, with an
`answered_log` naming both claims and one line on what settled it. Also
appended a dated line to [[entity-benjamin-icard]] — already a hub, and this
capture taught it something (the 2023 primary confirmed, the ranking
distinction) — rather than leaving that fact stranded in the claim-notes
alone.

**Entities declined, both for the same reason.** The capture flagged Paul
Égré (the 2023 article's acknowledgments credit him by name as having
"stimulated and inspired" the taxonomy, and he co-authored the 2018 chapter
the Indeterminate/Imprecise axis traces to) and Sherman Kent (first director
of the CIA's Office of National Estimates, whose 1964 estimative-probability
encodings the 2023 article compares its own probability table against).
Both are real, both matter to this vault's intelligence-tradecraft domain,
both clear the person-test's one-sentence bar on paper. I declined a hub for
either anyway: the only vault evidence of both is Icard crediting/comparing
himself to them, not a Tier-1 source in their own words read this session —
the identical reasoning the vault used to decline Kahneman and Tversky
earlier today. Held the same line twice in one day rather than letting the
bar drift between captures. Left as prose mentions; worth reconsidering if a
future session reads Égré's 2018 chapter or Kent's 1964 report directly.

**Not promoted, no question raised:** a DOI discrepancy (HAL's own citation
banner vs. intellectica.org's catalog page disagree on which DOI is
authoritative) and a page-range discrepancy (89–105 vs. 89–117) between the
same two venues — both real, neither load-bearing for anything kept, so
neither got a 50-questions/ entry. Also left unopened: the Icard [2019]
footnote lead on the origin of credibility-primacy, the Égré & Icard (2018)
chapter itself, and Mandel et al. (2022) — all genuine further leads, none
independently read this session.

**What felt off:** nothing wrong with the capture's sourcing — both primaries
were read in full via extract_pdf, shas recorded, the absence claim checked
by a complete section read rather than a keyword miss. The one thing worth
naming structurally rather than as a capture flaw: this promotion's new note
is now the third claim-note resting on Icard's 2024 arXiv preprint
(alongside [[claim-icard-2023-taxonomy-nine-honesty-truth-message-types]]
and [[claim-icard-2024-dynamic-logic-makes-credibility-primary-reliability-secondary]])
— exactly at the sources.md single-source concentration cap for an
unrefereed primary. The 2023 Intellectica article is a real, published,
peer-reviewed corroboration of the taxonomy specifically, but it's the same
author, so it doesn't discharge the cap by the rule's own "different author
group and venue" test. Nothing to fix now — the cap governs growth, and this
is the third note, not a fourth past the limit — but the next Icard finding
that leans on the 2024 arXiv paper alone should route to 50-questions/
instead of a new claim-note unless independent corroboration lands first.

## Promotion: the Cameron/Garfield misattribution, closed

Promoted `10-inbox/raw/2026-08-09-does-the-sentence-an-inappropriate-and-misleading-measure.md`
— the capture that finally chased down [[question-garfield-tenure-promotion-quote-cameron-attribution]],
the loose thread the 2026-08-07 Garfield promotion left open when it pulled a
sentence out of [[claim-garfield-warned-impact-factor-unfit-to-judge-individuals]]'s
body rather than keep asserting it as Garfield's own words. Project MUSE
403'd this session same as it did on 2026-08-07, and ResearchGate blocked
with a straight 403, but resolving Cameron's Crossref DOI instead of trusting
either landing page led to a self-archived copy sitting quietly in Toronto
Metropolitan University's own institutional repository — read in full via
extract_pdf.

**Two new claim-notes.**
[[claim-cameron-2005-not-garfield-authored-tenure-and-promotion-sentence]] is
the actual answer: Cameron writes the "inappropriate and misleading
measure... tenure and promotion" sentence in his own third-person prose, no
quotation marks, followed by his own footnote rather than a citation marker
for a quotation — and that footnote points at the exact 1998 Der Unfallchirurg
letter this vault already holds as Garfield's own Tier 1 primary text, which
does not contain the phrase. I merged what the capture presented as three
separate claim headers (Cameron's authorship, the footnote link to the 1998
letter, the phrase's confirmed absence from that letter) into one note rather
than three, because all three are one finding wearing three coats of
evidence, not three atomic facts — splitting them would have been padding,
not precision.
[[claim-cameron-2005-hargens-schuman-1990-citation-data-hiring-tenure-scope]]
is the further-leads quantitative claim (35%/60% of departments, 5,000
departments by 1998) — kept, but flagged `[unverified-quant]` and `seedling`,
since both figures currently rest on Cameron's secondary citation of a study
I haven't read myself, and I noticed on close reading that the "5,000 by
1998" figure can't actually come from the 1990 Hargens & Schuman paper Cameron
footnotes for the other figure — that citation-mismatch gap is now explicit in
the note rather than smoothed over.

**Not promoted:** Cameron's aside that "Garfield has been inconsistent in his
warnings" (citing an unread 1979 book and 1983 essay) — a real complicating
angle on this vault's consistent-warner narrative, but resting on two Garfield
texts nobody has read directly yet, and not load-bearing for anything I
promoted this pass, so no question either — left as a lead in the capture
itself. Also not promoted: the Project MUSE block and the "resolve the DOI,
not the landing page" discovery pattern, which are real and reusable but are
facts about how to fetch things, not claims about the world — logged instead
to `00-meta/seek-flags.md` as a `sources.md` gap (Project MUSE isn't in the
Known-blocked routes section yet, and the DOI-resolution trick is worth
naming as a reusable pattern for other paywalled library-science venues).

**Question closure, both directions.** Ruled
[[question-garfield-tenure-promotion-quote-cameron-attribution]] answered —
the new claim-note answers exactly what it asked. I also went back and closed
its parent, [[question-verify-garfield-impact-factor-warning-primary-text]],
which had sat "partially answered, left open" since 2026-08-07 waiting on
this exact child question. Both of the original two Garfield quotes are now
run to ground — one confirmed as Garfield's own words, one confirmed as never
having been his words to begin with. That second kind of resolution ("no
primary exists because the claim about the primary was wrong") counts as
answered, not as a dead end; I said so explicitly in the `answered_log` so a
future reader doesn't mistake a closed loop for an abandoned one.

**Entities.** New hub: [[entity-brian-d-cameron]] — real librarian, real
paper, and I can say why in one sentence: he's the confirmed source of a
misattribution this vault carried for a month, and he independently
corroborates the Seglen mechanism from a second angle. Updated, not skipped:
[[entity-eugene-garfield]] and [[entity-per-seglen]] both already had pages,
and this capture taught both of them something — appended one dated line to
each rather than letting the news sit only in the claim-notes. I also went
one step further than the entity pages: the Seglen corroboration is really an
addendum to an *existing claim-note*
([[claim-garfield-seglen-within-journal-variance-undermines-individual-use]]),
not a new one, since the underlying mechanism claim doesn't change — Cameron
just adds a second independent voice saying it. Appended a dated
`audit_status` line there instead of minting a third near-duplicate note.

**What felt off:** genuinely, very little. This is one of the cleaner
captures I've promoted today — it does exactly the disciplined thing (go
find the actual paywalled paper instead of accepting "it's probably Cameron"
as good enough) that the vault's sourcing floor exists to reward, and the
provenance note is honest about the volume-citation error being Cameron's
own rather than re-litigating it. If I'm going to name a soft spot, it's the
"Further leads" section bundling two figures under one footnote reference
when they can't share one source — not a fabrication, just a compression
that could have misled a faster read. I caught it and split it explicit in
the new note rather than repeating the compression forward.

## Promotion: Forrester, the uncredited American source

Promoted `10-inbox/raw/2026-08-09-hop-song-jian-forrester-system-dynamics.md`
— a capture that finally opened the lead the vault had been carrying since
2026-07-09 as unsourced "hop-chain scenery": Jay Forrester, the MIT engineer
whose System Dynamics method underlies the Club-of-Rome lineage Song Jian
adapted into China's one-child policy. This session went and read Forrester's
own 1971 essay directly.

**Two new claim-notes, both Tier 1, both quoted verbatim from a primary I
read myself:**

  Rome" that became *World Dynamics*, refined into *The Limits to Growth* —
  the same lineage Song Jian encountered at Helsinki in 1978.

  Forrester told the US House Subcommittee on Urban Growth, in the same
  month-and-year range, that his *Urban Dynamics* model showed low-income
  housing programs make urban poverty worse. A systems model handed a
  policy-reversing "counterintuitive" verdict directly to Congress eight
  years before Song's projections reportedly did something structurally
  similar in China.

Both claims cleared retrieve-before-write clean — I checked the hint list and
grepped `30-notes/` for Forrester, system-dynamics, Club-of-Rome, and Urban
Dynamics before writing anything, and found genuinely nothing: the vault had
mentioned Forrester's name but never sourced a claim about him. No collision,
no duplicate, an honest orphan-turned-claim.

**Not promoted: the Roger Starr "planned shrinkage" hypothesis.** The
capture's third claim hoped to close the loop — did Forrester's model
actually license a real US disinvestment policy, the tight American mirror
of the Song Jian story? On the sourcing available this session, no: Starr's
"planned shrinkage" theory traces, on WebSearch snippets only, to his 1966
book, three years before *Urban Dynamics* existed — the hypothesized causal
arrow running backwards. I didn't give this its own claim-note. It's a
historical-priority claim, which sources.md escalates to a Tier 1-2 floor
once it's contested or load-bearing, and this one is exactly that shape
resting on Tier 4-5 aggregator snippets with no primary quote obtained. I
folded it into the Urban Dynamics note as an explicitly flagged, unconfirmed
aside instead — the honest version of the finding is "checked and didn't
hold up," not a promoted claim dressed as more than it is. No question
routed either: no kept claim rests on the Starr timeline, it's a curiosity
that failed, not a load-bearing doubt, so per the intake discipline it stays
in the capture as a lead rather than becoming a promise in `50-questions/`.
Same reasoning kept Roger Starr himself off `40-entities/` — real historical
person, but his only tie to this vault is the unconfirmed claim above, and
"when unsure, don't promote" is the rule for exactly this case. The HUD
$210,000-grant lead and the still-unopened Qian Xuesen/Wiener hooks stayed
in the inbox too, named in the capture's `not_promoted:` rather than chased
without a primary in reach.

**Entities — this is the fuller story of tonight's build.** Two hubs, not
one. [[entity-jay-forrester]] is the capture's own new find, cleanly
passing the person-test (real, MIT engineer, founder of System Dynamics,
one-sentence reason: he's the uncredited methodological ancestor of Song
Jian's cybernetics). [[entity-song-jian]] is the second, and it isn't
strictly this capture's own discovery — Song already anchors seven
claim-notes and was flagged as a real gap in an earlier promotion tonight
(logged to `00-meta/seek-flags.md` 2026-08-09, "Song Jian himself still has
no entity hub"). But this capture's own `## Entity candidates` section
independently named him too, which is what the entity-page-spec actually
gates on — the queen runs the test when a bee flags the candidate, and this
bee did. So I built it here, referenced against all seven existing
Song-Jian claim-notes plus the two new Forrester ones, and went back and
closed the earlier flag with a `→ resolved` line rather than letting two
threads both claim credit silently. [[entity-susan-greenhalgh]] was
checked, not touched — this capture doesn't teach her page anything new
(it's about Forrester and Song, not about her own scholarship), so silence
there is the correct outcome, not an oversight.

**What felt off:** nothing dishonest, but the capture's own framing runs a
little ahead of its evidence in one place. Claim 3 is presented as "the
honest negative result" and the commentary leans on that framing hard — and
I agree with the verdict, but the underlying check was a WebSearch snippet
read, not a primary fetch, so "the timeline runs backwards" is itself only
as solid as an aggregator summary. The capture is careful to flag this
inline (`[unverified — needs primary]`), which is exactly right, but it's
worth naming that the session's most quotable line — "a better answer than
a tidy parallel would have been" — is resting on the capture's thinnest
sourcing. I kept the caveat live in the promoted note rather than letting a
good sentence smooth it over. Otherwise: two Tier 1 primaries read directly,
quote_check run at capture time, both source_shas carried forward into the
new notes — solid work.

Skipped, same as every promotion today: the pause-for-Cali step (headless,
no one to ask — winnowed on my own judgment throughout) and any git
operation (leaving commit and push to the auto-commit agent, which picks up
pending work within 15 minutes).

## Promotion: the Hirsch/Dias verify-against-primaries capture

Promoted `10-inbox/raw/2026-08-09-verify-hirschs-forensic-critique-the-data-alteration-and.md`
— another capture that answers a sitting question rather than opening new
ground: [[question-verify-hirsch-dias-superconductivity-retraction-primaries]]
has been open since 2026-07-09, asking for three things against primaries
instead of Tier-2 science journalism. This session went and got two of the
three fully, and sharpened the third without closing it.

**Four new claim-notes, all Tier 1, split out because each is a genuinely
separate fact doing separate work, not one bundled retelling:**

  *Nature*'s own retraction notice, read directly, naming the specific
  mechanism (an undisclosed, non-standard background-subtraction procedure)
  rather than a vague loss of confidence.

  Hirsch's own peer-reviewed Physica C paper treats a 2009 europium
  superconductivity paper (Debessai et al.) as his confirmed precedent case
  of data alteration, and explicitly models his CSH forensic argument on it.
  I kept the phrasing careful here — this is Hirsch's own conclusion about a
  third paper, not an independently adjudicated fact, and the note says so.

  the actual statistical mechanism behind "too smooth to be real": a
  smoothly-varying spline plus a quantized artifact, with the raw/corrected
  correlation running in the direction a background *added* to a target
  curve would produce, not one *subtracted* from noisy measurement.

  untangles what the existing note had collapsed into one undated "~6-month
  ban": a December 2021 admin withdrawal of one specific paper (Tier 1,
  arXiv's own page) and a separate February 2022 site-wide posting ban
  (Tier 2, Science/AAAS).

**Revised, not duplicated — this is the more interesting piece of tonight's
work.** [[claim-hirsch-forensics-drove-dias-superconductivity-retraction]]
already existed and already covered the central claim, so retrieve-before-write
said revise, not re-file. Two real corrections landed: a 2026-07-10 audit had
misattributed the load-bearing joint quote to "Reyer van der Marel," a person
who does not exist — Chemistry World's own text names him Dirk van der Marel,
University of Geneva, and I traced that error to the audit rather than
silently fixing it. And the note's "he contended" phrasing, which the
2026-07-10 audit had already flagged as implying Hirsch spoke alone, now
correctly reads as a joint statement. I appended a third `audit_status`
segment rather than rewriting the first two — the error stays visible in the
chain that produced it, not erased. Status stays `seedling`: the exact
wording "data alteration and manipulation" as a joint CSH-specific statement
is still only in Chemistry World (Tier 2), not in either joint technical
paper I could read directly this session.

**Question ruling.** [[question-verify-hirsch-dias-superconductivity-retraction-primaries]] —
**partially answered, left open.** Two of its three asks (the mechanism, the
retraction facts) are now Tier 1 and closed. The third (the exact quote's
verbatim source) narrowed but didn't close: the phrase may live in the
Matter and Radiation at Extremes paper the capture couldn't retrieve in full
(AIP's PDF endpoint 403'd), but that's a lead, not a read. I said explicitly
in the progress log that this is a narrow gap now, not a wide one, rather
than letting "mostly done" read as "done."

**Entities — four new hubs, all people this cluster was carrying without
pages.** [[entity-jorge-e-hirsch]] and [[entity-ranga-dias]] were both
overdue (recurring across 5-6 claim-notes since 2026-07-09, never built)
rather than genuinely new finds — I built them now because this capture is
what made the gap impossible to keep working around. [[entity-mathew-debessai]]
and [[entity-dirk-van-der-marel]] are the capture's own new material: Debessai
is the physical link between Hirsch's precedent case and the disputed CSH
data (same hands, per Hirsch, produced both datasets), and van der Marel is
the corrected collaborator whose page now carries the "Reyer" error and its
fix in its own body, not just the claim-note's audit trail. **Declined:**
Ashkan Salamat (real co-senior-author, on record defending the work, but a
single passing mention this session — not yet load-bearing the way Debessai
and van der Marel are) and Kit Chapman (the journalist whose reporting
carries the load-bearing quote — a byline is provenance, not a vault-domain
figure). Both logged in the capture's own `not_promoted:` rather than built
opportunistically.

**What felt off:** nothing dishonest, and the sourcing is genuinely strong —
five of six primaries fetched directly and read in full, sha256s recorded,
and the one gap (the exact quote) is stated as a gap rather than smoothed
into a clean-looking Tier-1 cite. If I'm naming something, it's this: the
capture's own framing treats "no Tier-1 primary carries the exact wording"
as close to resolved because so much else came in clean around it — the
retraction mechanism, Hirsch's own technical case, the arXiv timeline. I
don't think that's tier inflation exactly, but it's the kind of halo effect
worth resisting on my own pass too, which is why I kept the commentary
explicit about not rounding a narrow gap up to full closure. Also worth
noting for the record: this is a rare case where a formal audit
(2026-07-10) introduced an error — a fabricated first name — into the vault
rather than catching one. Audits aren't infallible either; that's exactly
why this vault routes verification to dedicated captures instead of trusting
one audit as terminal.

**Mid-session noticing**, logged to `00-meta/seek-flags.md`: the Hirsch/Dias
cluster is now at 5 tightly-themed claim-notes plus 4 new entity hubs, right
at the MOC threshold, with no `moc-*` yet built — not this single-capture
promotion's call to build one.

Skipped, per the run's own operating instructions: the pause-for-Cali step
(headless, no one to ask — winnowed on my own judgment throughout) and any
git operation (leaving commit and push to the auto-commit agent, which picks
up pending work within 15 minutes).

## Drafting session: nine escalation rulings, then a new draft

A separate run, later the same day — this one a drafting session, not a
promotion daemon. Two jobs: rule on the nine open audit escalations sitting in
`90-feedback/`, then survey and draft.

**The escalations.** All nine name a draft of mine resting on a claim-note a
cross-model auditor corrected. The auditor fixed the note and left my prose
alone, because rewriting an essay is the essay-author's call. I ruled REVISED on
all nine — in every case the draft's thesis survived but the prose carried a
now-wrong quote, number, or attribution, and a draft that would ship a
misquotation is exactly the defect I should fix, not preserve. The fixes, briefly:

- *the-reader-is-the-fragile-part* — five FAU Gabelsberger targets, not three
  (Schmitt and Faulhaber restored); the invented "spanning archaeology, art
  history…" HAVI quote replaced with the verbatim Schmidt Sciences phrasing. One
  pass cleared both escalations on that draft.
- *reliability-wants-to-be-judged-blind* — the diagonal-clustering quote
  reattributed to the literature Kelly *reviews* (Baker 1968, Miron 1978), not to
  Kelly's own experiment; the over-weighting reassigned to Kelly's genuine result.
- *status-exists* — "co-founded" → "founded"; quoted "Primary author" → "Author."
- *a-direct-and-apparent-relationship* — Roberts's quote ended where Roberts
  stops and Gilliam's gloss handed back to Gilliam; "oral history" → "1988 chapter."
- *made-to-be-copied* — the no-cloning step forces *non-classicality*, with
  quantum stated as Faggin's selection, not a compulsion; and the D'Ariano
  primary, now found and read, folded into the closing move and Sources.
- *made-to-leave* — the one the brief singled out. The draft made a virtue of a
  gap ("the IAEA report was paywalled… figures unverified") and the gap has
  closed. I did neither silent thing: I didn't delete the hedge and I didn't leave
  the false claim standing. The paragraph now says plainly it was paywalled when I
  drafted and has since opened, then carries the Tier-1 figures; "scrap collectors
  broke open" corrected to the two men and the later junkyard owner.
- *provided-they-are-independent* — the IWTUB quote restored to its full form
  ("…towards the correct Alternative"), plus the paper's own "only independence
  broke" line as a sharpening.
- *the-constant-error* — Thorndike coined *halo*, not "halo effect"; abstract
  brought into line with the body, and I corrected the three flagged vault files
  too (claim-note, entity, observation note) rather than leave a claim standing I
  now know is wrong. Also resolved the draft's own now-settled UNSUPPORTED callout.

Each escalation got a dated ruling line and moved to `90-feedback/_handled/`.
Two mid-session noticings went to `seek-flags.md`: the prior claim-note behind
the Kelly escalation likely still carries the "conclude" mislabel (I fixed the
drafts, not the auditor's note); and the Kelly misattribution had silently spread
into a second draft the escalation never named — a per-draft escalation can
undercount how far a bad note-reading reached.

**The draft I chose: `what-the-model-was-for`.** From today's freshest,
unsettled "yes" lead — the Song Jian ↔ Forrester system-dynamics bridge, a
cross-domain, cross-time connection (1970 US Congress ↔ 1978 China leadership,
same MIT-born method) grounded in Tier-1 primaries. That's the uniquely
Seek-shaped move, and the material is genuinely ripe: two Tier-1 Forrester quotes
read this very day, plus a well-triangulated causal-narrowing on the China side
(Greenhalgh's own concession, Whyte/Wang/Cai, Chen Muhua).

Why this and not the Song Jian story again: I already have
`aimed-at-a-birth-rate`, which owns the optimal-control-*math* end of this
migration. The undrafted material is Forrester himself and the *rhetoric* — the
"counterintuitive" systems model as a claim to authority. So I made the spine
Forrester's own word (his 1971 essay title) and the payload something the
primaries actually support and that neither prior draft says: a counterintuitive
model is a *legitimation* engine, not a decision engine — it converts to policy
only where the political will was already there. The form enacts it: I set up the
tidy two-engineers parallel, then let the American mirror (Urban Dynamics → NYC
"planned shrinkage") run backwards on the timeline, so the essay performs its own
counterintuitive reversal. The landing is the real finding — the case with a
billion lives downstream is the one where the modeler's authorship is *least*
clear, because an overdetermined policy never needed one man's model to happen,
only to feel like science.

Notes drawn on: the two new Forrester claim-notes, the Greenhalgh "Sinified
cybernetics" and 1976-consensus notes, Whyte/Wang/Cai, the china-leadership-1978
note, Song's self-credit note (held loose — doubly-mediated translation), and the
open causal-role question. One load-bearing Cali mention (the source_tier schema
is why I write "supplied the rationale," not "pulled the trigger").

Deliberately left for later: the causal magnitude itself — Liang Zhongtang in the
original, the gap `aimed-at-a-birth-rate` already named and this draft names
again; and the HUD/Urban Dynamics federal-test lead, still WebSearch-only. The
Starr timeline I kept in the piece but flagged loose, because its *failure* is the
point, not a claim I lean on.

**No image.** The title names no visible subject, neither engineer has a
public-domain portrait, a core-memory search returned nothing safe, and the only
Whirlwind hit was a commemorative plaque. A plain page beats a decorative one, so
the draft runs without a hero — an honest outcome, not a gap.

Skipped, same as the promotions above: the pause-for-Cali step, and any git
operation (the auto-commit agent has this). The draft sits at `status: drafting`;
nothing published, and it waits for Cali's read.

## Second drafting session: the yes-queue is already empty, so I found a live shelf instead

A later run, fired specifically because the loop-health hook reported "8
unsettled yes verdict(s)" and the brief told me to settle at least one. I went
to the queue first, as instructed, and found something worth writing down: **in
substance there is nothing left to settle.** All 61 `yes` leads in
`seek_draft_leads.md` already carry a `(drafted …)` or `(declined …)` verdict —
I checked mechanically (`grep '**yes**'` minus every line containing `(drafted `
or `(declined` returns zero). The one genuinely-fresh yes lead of the day, the
Song-Jian↔Forrester bridge (line 182, harvested today), was drafted *this
morning* by the earlier session as [[what-the-model-was-for]]. The "8" the hook
counts is almost certainly the 8 **declined** yes leads — the detector appears to
recognize only `(drafted` as settled, so a lead I ruled out on reflection reads
to it as still-open. Those 8 are settled, and the brief itself says settled leads
are not to be re-litigated. So there was no honest yes lead to draft-or-decline
that wasn't already done. I'm flagging the detector gap rather than papering over
it by re-touching a closed line.

Which left the real editorial job: find the ripest genuinely-undrafted thread. I
worked the constellation map's unnamed clusters (0-MOC, never-drafted) and my own
curiosity. Killed the harpsichord-revival cluster fast — rich, but every note is
already `drafted_in: [the-sound-of-quill]`. Landed on the **qui tam / citizen-suit
convergence**: [[claim-qui-tam-traces-to-695-wihtred-of-kent-sabbath-decree]] (695
AD Wihtred of Kent pays an informer half a Sabbath-breaker's fine — Tier-2 CRS,
verbatim) set against [[claim-1970-clean-air-act-citizen-suit-invented-against-regulatory-capture]]
and [[claim-sax-1971-book-frames-citizen-litigation-against-agency-capture]] (the
1970 §304 citizen suit, no bounty, invented out of distrust of captured agencies —
now corroborated Tier-2 in Sax's own 1971 words, not just Manheim's Tier-3 relay).

**Why this thread now.** It's the uniquely Seek-shaped move — a cross-time bridge
(695 ↔ 1970, the spec's highest-value type) that lands on the vault's *central*
convergence debate (Merton's multiples vs. the transmissionist/Chandler
skeptic), which the vault otherwise meets almost only in AI history (reverse-mode
backprop, five independent discoveries). Here the same debate has a cleaner
answer, because the two designs' motives are *documented and opposite* — reward
vs. distrust — with no wire between them. So I made the payload a method claim,
not the resemblance: the opposite-ness of the motives is the *evidence* that the
independence is real, where mere resemblance is pattern-hunger's cheapest food.
Draft is [[no-wire-between-them]]. Deliberately non-AI texture, a break from the
day's China-population / system-dynamics piece.

**What I deliberately left for later / held loose.** I did not assert the
civil-rights-litigation-model half of the citizen suit's origin — no source I can
open confirms it, so it stays out of the argument (named as unresolved in the
piece). I kept Chandler *unnamed in the body* because his attribution is
Tier-3-and-identity-unverified; the transmissionist position is cited to the note,
not hung on his name. And I did NOT hinge anything on "private attorney general"
being the citizen suit's own label — the vault note ties that phrase only to qui
tam, so I softened it to "a function sometimes grouped under" the term. Two
load-bearing Cali mentions (the nightly "high cosine is relatedness, not truth"
line; the source_tier grading that lets me write "survived" instead of "sounds
right").

**No image.** Searched the Textus Roffensis manuscript (the age-based-PD source
that actually preserves Wihtred's laws) — three real candidates came back, but all
were under the 700px hero-width floor, and the best-described one is a page of the
Law of *Æthelberht*, a different Kentish code, under a title that names none of it.
Three strikes; a plain page beats a stretch. Same call the morning session made.
