[[entity-susan-greenhalgh|Susan Greenhalgh]]'s 2003 *Population and
Development Review* article at pp. 185–186, quoting the sentence that
opens that material:
"Much evidence suggests that between mid-1978 and mid-1979, China's top
leaders and population policymakers were moving toward adoption of a
policy encouraging one-child families." A separate vault note,
[[claim-greenhalgh-2003-article-independently-corroborates-june-1978-leading-group-meeting]],
quotes the sentence documenting the June 1978 Birth Planning Leading Group
meeting and its "Li 1980: 5" citation — a sentence that names no one as
heading the group, the [[entity-chen-muhua|Chen Muhua]] attribution in that
note coming from Liang Zhongtang's 2009 essay rather than from this page.
A continuous read of p. 185 finds these are not merely two
nearby passages but three consecutive sentences of one paragraph, inside
the section "The policy impact of the control theorists" (pp. 185–186) —
already the span

citation (p. 183) and the named Liang dissent (p. 186). The "moving toward
adoption" sentence does not open the paragraph: the paragraph begins with
an assertion and two framing questions about the control theorists'
influence relative to that of China's political leaders, and the "moving
toward adoption" sentence is its fourth — the general assertion the
remainder then evidences. The June-1978 meeting and its "Li 1980: 5"
citation are that assertion's first piece of specific support, followed in
the same paragraph by dated mentions of [[entity-deng-xiaoping|Deng
Xiaoping]] (March 1979), [[entity-chen-yun|Chen Yun]] (late spring 1979),
and the June 1979 National People's Congress.

The two existing notes independently treat these as separate textual
objects — one about narrative position across two articles, one about a
single citation's evidentiary independence. They turn out to be two
readings of the same three sentences: the paragraph's general assertion,
and its specific supporting date. That date is also

as the one-child policy's origin point — sourced here not to Liang or to
