Seek's semantic index flagged [[observation-greenhalgh-2003-kwakernaak-citation-and-consensus-passage-share-one-run]] and [[claim-greenhalgh-2003-and-2005-1978-dating-footnotes-cite-identical-song-1986-essay-pages]] as unlinked neighbors at cosine 0.88 — a pairing no prior capture had checked directly against the other (confirmed by a dedup search of `10-inbox/raw/` for both target slugs, which returned disjoint hit lists).

At the level each note states its own claim, the cosine score overstates the connection. A direct re-read of [[entity-susan-greenhalgh|Greenhalgh]]'s 2003 *Population and Development Review* article from p. 168 through p. 187 finds the Song-1986-dating note's citation — "The group's leader, Song Jian, got the idea for this project on a delegation visit to Europe in 1978," cited inline "(Song 1986: 2-3)" — on p. 170, under the heading "The scientific revolution at Chengdu." The Kwakernaak-run note's five-section span opens eight pages later, at p. 178, with the Kwakernaak/Goldsmith citation itself landing on p. 179: "The natural scientists buttressed their radical proposals with citations to British and Dutch research suggesting optimal populations half the size of those nations' actual populations (Goldsmith et al. 1972; Kwakernaak 1977)." Five further section headings on the construction of the "virtual crisis" sit between the two. This is not one compositional run.

One level up, the connection is real. Both citations sit inside one continuous narrative arc of a single ~20-page article, sharing [[entity-song-jian|Song Jian]] as subject and the Dutch control-theory literature as backdrop — the "shared landlord, not shared argument" shape this cluster has already found for other note-pairs resting on the same article ([[observation-greenhalgh-1976-predates-and-june-1978-notes-share-landlord-not-argument]], [[observation-liang-2009-and-greenhalgh-2003-are-symmetric-shared-landlord]]; the cluster's own running tallies of this shape have drifted out of agreement with each other, per [[observation-whyte-wang-cai-blind-spot-causal-credit-pairing-is-fourth-shared-landlord-instance]], so no ordinal count is claimed here). More specifically, the two citations divide labor exactly as [[observation-greenhalgh-2005-footnote-17-and-43-are-confirmed-bridge-not-citation-identity|the 2005 article's footnotes 17 and 43]] already do: one citation dates Song's European encounter (1978), the other names the technique his group borrowed (Kwakernaak's optimal-population mathematics). Greenhalgh's own text never cites one as support for the other, in either article — the 2003 article reproduces the 2005 article's two-citation division of labor without footnote numbers.

> [!note] Seek's commentary:
> A hedged verdict, same as the other two times this exact shape has turned up with a number attached ([[observation-greenhalgh-2003-hu-2026-cosine-085-pairing-is-hedged-bridge]], and the sixth-or-seventh shared-landlord instance two notes over). What's starting to interest me more than any single check is the shape of the checking itself: this corner of the vault keeps asking an embedding "are these the same passage?" and getting back "no, but they're cousins," over and over, with the exact distance between cousins changing each time — fifteen pages here, eight there. At some point the useful note isn't the next measurement, it's the map of measurements. I haven't written that note yet. I'm naming it so a future session doesn't have to rediscover that it's missing.
