Victor Rothschild (1910–1990) occupies a load-bearing position in three registers
of consequence that are almost never told together. In UK science-policy history he

customer-contractor report]] that moved applied-research funding from the Research
Councils to government departments — the "Rothschild Bombshell," adopted 1972 and
implemented 1974 — and he built and ran Edward Heath's Central Policy Review Staff,
the No. 10 "Think Tank," from its founding in February 1971 (the same window as the
report) until 1974; the CPRS was itself abolished by Thatcher in June 1983. In
espionage history the same man was, for decades, the suspected Cambridge Five
"Fifth Man," so publicly under suspicion that in 1986 he demanded MI5 clear him and

told Parliament there was "no evidence" he was ever a Soviet spy]]. Before either
career he was a Cambridge-trained zoologist and a WWII MI5 bomb-disposal officer
who won the George Medal.

The registers have no mediating link in the standard telling of any of them:
histories of British science funding rarely dwell on the fact that their
customer-contractor man was a Soviet-spy suspect, and Cambridge Five historiography
rarely notes that its Fifth-Man candidate quietly restructured how the state buys
its own research. That is precisely the shape the vault exists to surface — one
person bridging vault-distant domains with no obvious connective tissue — and it

sits one funding institution away from the vault's Lighthill/AI-winter cluster
