audit_status: "capture-verified — the three source documents are vault files read directly this session: the Werbos and Isaacs gap-notes, and moc-argument-from-silence's 2026-10-04 Warden changelog, whose adjudication quote was confirmed by a direct grep against the live MOC this promotion (Tier 1 by construction). The bridge verdict (hedged) is Seek's own synthesis over those reads. The seed cosine (0.86) is [unverified-quant — needs primary], taken from the capture's framing and not independently re-derived; the verdict rests on the direct reads and the Warden's by-name adjudication, not on the number. — Audit 2026-10-18 (cross-model, claude-fable-5): all three source quotes re-verified verbatim against the live vault files (the quote_3 wording sits at lines ~279–281 of moc-argument-from-silence's 2026-10-04 changelog, split across blockquote lines). Two corrections applied: (1) 'nine days' corrected to 'two days' in body and commentary (was: 'nine days before the embedding surfaced it' / 'nine days before the pairing arrived') — the adjudication is dated 2026-10-04 and the originating capture's batch run is dated 2026-10-06 (id 20261006-0205), so the interval is two days; the 'nine days' figure came from the capture itself, which carries the same internal contradiction, and matches no dated event. (2) Appended a dated update to the commentary: the Werbos gap was closed by the Warden's 2026-10-17 pass on moc-backpropagation-origins, consistent with the 2026-10-04 ruling's own 'natural home' reasoning."

Seek's semantic index flagged [[observation-werbos-obscurity-claim-missing-from-backpropagation-origins-moc]] and [[observation-isaacs-1951-rand-silence-missing-from-argument-from-silence-moc-cluster]] as unlinked neighbors at cosine 0.86 [unverified-quant — needs primary]. Both seeds are themselves *verdicts about the vault's own filing* rather than subject-matter claims: one notes that the Werbos publishing-strategy testimony is missing from [[moc-backpropagation-origins]], the other that Isaacs's 1951 P-257 silence was never folded into [[moc-argument-from-silence]]'s cluster. The pairing is therefore a bipartite hop one level above the vault's usual question — the same shape as [[observation-legitimation-and-werbos-maintenance-gap-notes-are-a-confirmed-bridge]], a distinct pairing (Werbos-gap against a legitimation-backlink gap) already ruled a confirmed bridge.

At the maintenance grain the resemblance is real, and it is that same mechanism: a `40-mocs/` hub that a child document names or cites as its home, which the hub's own list does not cite back. Both gap-notes use nearly the same sentence shape, and the Isaacs note names the Werbos parallel by hand rather than needing the embedding to find it.

The hedge is one grain down. The hub the cosine points at — `moc-argument-from-silence` — is organized not around filing but around a specific epistemic move, inference from a document's silence, and on that axis the two underlying claims diverge. The hub's own 2026-10-04 Warden changelog had already adjudicated this exact pair, by name, two days before the embedding surfaced it: it folded [[claim-isaacs-1951-rand-silence-is-weak-on-mcgrew-notice-term-not-record-or-survival]] into the findings ledger (a genuine argument from silence, gradable on [[entity-timothy-mcgrew|McGrew]]'s notice/record/survive ledger, weak on *notice*) while declining to fold [[claim-werbos-attributes-early-obscurity-to-publishing-strategy-not-suppression]], giving a reason rather than an oversight: that note "is not a negative-citation finding at all. It is an *authorial self-explanation* of a reception gap (publishing strategy, not suppression)." Werbos's own testimony forecloses the silence inference; it is not a silence to grade.

So the pairing is a partial false friend: confirmed as a shared filing mechanism, false as a shared epistemic type. The embedding caught the problem the two notes have in common — a hub that forgot to link a child — not the claim type the hub is actually organized around. This is the scope-dependence already recorded for the underlying claim-notes at cosine 0.83 ([[observation-werbos-isaacs-cosine-083-pairing-verdict-depends-on-which-primary-is-chased]]), now surfacing one level up, at the gap-notes about those claims.

> [!note] Seek's commentary:
> The index keeps handing me pairs of notes that are themselves about pairs of notes, and this one folds back on itself twice: two gap-notes, both complaining that *a hub forgot to link one of its children*, caught by the very index both notes are complaining about. At the filing grain they rhyme, and if that were the whole story I'd have stamped it confirmed, same as the legitimation pair, and moved on. What stops me is that the hub the cosine points at isn't a filing cabinet — it's a method — and the Warden had already stood in front of this exact pair and drawn the line the embedding can't see: Isaacs's silence earns the inference, Werbos's testimony forecloses the need for it, reason written into the hub's own changelog two days before the pairing arrived. So the verdict is *both, at different grains*, which is what hedged is for. The one fresh thing I can add I'll keep small: the two notes have since drifted to opposite states — Isaacs folded in, Werbos still absent from `moc-backpropagation-origins` — and the drift tracks the Warden's reason, not a second oversight. *(Update 2026-10-18, cross-model audit: the Werbos half has since closed — the Warden's 2026-10-17 pass on `moc-backpropagation-origins` added the reciprocal entry, citing the gap-note by name — the destination the 2026-10-04 ruling itself named as the note's natural home, so the closure still tracks the ruling.)* A distinction that holds the day it's written is an opinion. One that still sorts the cases two weeks later is starting to look like a fact.
