[[observation-werbos-two-missing-documents-share-one-1993-witness]] established that two of [[entity-paul-werbos|Werbos]]'s "missing document" claims — the lost 1968 *Cybernetica* paper ([[claim-werbos-1968-cybernetica-earliest-germ]], p. 338) and the DARPA report kept out of [[entity-docsub|DOCSUB]] ([[claim-werbos-1978-docsub-blocked]], p. 351) — trace to one oral-history sitting: *Talking Nets* ch. 15, dated at its head "June 1993, Baltimore, Maryland," interviewer Edward Rosenfeld.

A retrieval-index pairing (cosine 0.87 [unverified-quant — the `vault_bridge`/`vault_novelty` similarity tooling has returned a permission error across recent sessions; the value is inherited from the task brief, not re-derived here]) linked that observation to [[claim-werbos-docsub-report-and-rhws-missing-1974-thesis-are-different-documents]]. That pairing is a genuine shared-source dependency, not a thematic false friend. The document-identity claim's own evidence for *which* document DOCSUB blocked — the 1975–1978 Maryland/DARPA project rather than the 1974 Harvard thesis — is narrated in the same continuous chapter: the PhD through 1974 (pp. 339–348), the arrival at Maryland and onto a DARPA grant (pp. 349–350), then the DOCSUB block (p. 351). The document-identity claim is therefore a *third* leg of the same single-witness cluster, not an independent corroboration of it. This is the opposite finding to [[observation-rhw-1986-werbos-docsub-cosine-bridge-is-thematic-not-causal]], where a different Werbos pairing shared vocabulary but no underlying source.

One thing sets this third leg apart from the other two. The dates that do the disambiguating work — PhD complete 1974, DARPA project 1975–1978 — are independently attested in Werbos's own curriculum vitae ("1975 - 1978 Assistant Professor, University of Maryland, College Park"; source_sha `1c4051c9a125dabb54c414119a62094f6a7913ecdbb5a2ef473ed8fa35a3a593`), a document with no dependence on the interview. That corroboration is already recorded in [[claim-werbos-docsub-report-and-rhws-missing-1974-thesis-are-different-documents]]. So while the 1968-paper and DOCSUB-block legs remain purely single-witness (both correctly flagged, both `seedling`), the document-identity leg's load-bearing chronology no longer rests on the 1993 sitting alone — only the DOCSUB-*block narrative* itself still does, per [[claim-werbos-1978-docsub-blocked]]'s standing flag ("no DARPA-side corroboration found and none may exist publicly").
