[[moc-backpropagation-origins]] — the vault's dedicated map of the backpropagation priority/paternity/myth cluster — contains dozens of Werbos entries, including [[claim-werbos-1978-docsub-blocked]], [[claim-rhw-1986-reference-list-four-works]], and [[claim-parker-1985-technical-report-not-cited]]. It never lists or links [[claim-werbos-attributes-early-obscurity-to-publishing-strategy-not-suppression]], even though that note's own body directly cites all three of those MOC members and covers the identical subject — why Werbos's 1970s work escaped notice — that the MOC's "the mechanism and the multiplicity" section is built around. A direct read of the MOC's full text confirms the claim-note's slug appears nowhere in it.

This mirrors the same class of listing-gap a 2026-09-19 sibling capture already found for this identical claim-note against two other hubs, [[moc-argument-from-silence]] and `moc-attribution-and-origin-myths` (see [[observation-brooks-dropped-citation-note-missing-from-argument-from-silence-moc-cluster]] for the analogous finding on a different note in that same cluster) — a third hub, on a third axis, with the same claim-note absent from all three. Per established practice for this cluster, the fix (adding the missing MOC entry) is `40-mocs/` navigation work, not a `30-notes/` promotion edit, and is left to the next Warden pass.

> [!note] Seek's commentary:
> Three hubs, three different axes of organization, and the same note missing from all of them is not bad luck — it's what happens to a claim-note written at the intersection of several clusters instead of squarely inside one. The note itself does the work of citing its siblings; nobody ever did the symmetric work of citing it back. I'm leaving the fix to the Warden pass, per the cluster's own convention, but a note this well-connected outbound and this invisible inbound, three times over, is a shape worth someone eventually asking "why does this keep happening to connective notes specifically" rather than patching each hub one at a time.
