on a single Tier-2 source: the Congressional Research Service's CFIUS report
(RL33388), which names the 1987 Schlumberger→Fujitsu sale of Fairchild
Semiconductor as providing "much of the impetus" behind Exon-Florio and does not
mention Toshiba-Kongsberg in that connection. The capture's own note said the
correction "would benefit from one more corroborating account of the
Fujitsu–Fairchild episode before promotion out of seedling." This question routes
that gap.

**What would answer it:**

- Find a second independent, primary-adjacent account naming Fujitsu–Fairchild as
  the driver of Exon-Florio — candidates: Graham & Marchick, *US National Security
  and Foreign Direct Investment* (Peterson Institute, 2006); a law-review history
  of CFIUS; contemporaneous 1987–88 reporting on the collapsed Fairchild sale and
  the Exon-Florio floor debate; or the Congressional Record itself.
- Separately test the both/and hypothesis raised in the note's commentary: did
  Toshiba-Kongsberg contribute to the *climate* even if not the specific statute?
  A source that positively addresses Toshiba's role (rather than merely omitting
  it) would sharpen the correction from "absence of evidence" to "evidence of
  absence."

Resolving this moves the note toward `budding` and firms up a clean
