title: "Okon, Sudarsky & Wiedemann (2026, arXiv:2610.29804) has hit the single-source concentration cap at three claim-notes — what corroborates the critique, and does it accurately characterize Collins & Popescu's proposal?"

As of this promotion (2026-10-22), three claim-notes rest on Okon, Sudarsky &
Wiedemann's "Conservation in Every Quantum Measurement Outcome?"
(arXiv:2610.29804, submitted 2026-10-21) — an unrefereed preprint, one day
old at capture time:

- [[claim-okon-sudarsky-wiedemann-reference-frame-regress-undermines-preparer-requirement]]
- [[claim-okon-sudarsky-wiedemann-preparer-never-definite-only-statistical-conservation-restored]]
- [[claim-okon-sudarsky-wiedemann-noncommuting-conserved-quantities-break-compensation-mechanism]]

Per `sources.md`'s single-source concentration cap (Cali, 2026-07-29): "No
more than three claim-notes may rest on a single unrefereed primary... until
at least one independent source corroborates it." That count is exactly
three. The cap is reached.

## What this blocked

**Held finding — energy conservation fails for a mechanism-specific
reason.** The same paper argues the compensating-preparer mechanism
specifically fails to establish energy conservation, because the
preparation interaction's total Hamiltonian (H_tot = H_S + H_P + H_int)
carries an explicit interaction term not assignable to either subsystem —
unlike angular momentum, where additivity can hold even in the presence of
interaction. Source quote at capture time: "so that the total energy cannot
in general be identified with the sum of the energies assigned separately
to the system and preparer." This is a genuinely distinct, atomic claim —
independent of the three already promoted — but the cap landed first. It
is the natural fourth note if the cap is discharged, or if a future session
judges the energy-specific point load-bearing enough to bump one of the
three kept claims.

## A second, different doubt: does the critique fairly represent its target?

Separately from the cap, all three kept claims (and the held one) describe
arguments Okon, Sudarsky & Wiedemann make *against a characterization* of
Collins & Popescu's 2025 proposal ("Conservation laws for every quantum
measurement outcome," *Quantum* 9, 1815, DOI 10.22331/q-2025-07-29-1815,
arXiv:2404.18621). The capture confirmed the critiqued paper exists and
matches the citation via WebSearch only — it was not independently fetched
or quoted this session, and carries its own
`[unverified-quote — needs direct read]` flag in the originating capture.
The regress argument, the statistical-only argument, and the noncommuting-
quantities argument all rest on Okon et al.'s restatement of what Collins &
Popescu actually claim and how their mechanism works. If that restatement
is uncharitable or mistaken on some point, the critique could be sound
against a strawman rather than against the real proposal. A direct read of
arXiv:2404.18621 (or the published *Quantum* version) against the
characterizations in the three kept claim-notes would settle this.

## What would discharge the cap

No independent corroboration has been checked for — no citation, review
acceptance, or third-party technical engagement with arXiv:2610.29804 by a
different author group in a different venue has been looked for; it is one
day old at capture time, far too recent to expect any. Publication in a
refereed venue would also take it outside the cap's "unrefereed primary"
category.

Until one of these lands, the branch stays exactly as it is — three notes,
seedling, honest — and no new claim-note sourced from arXiv:2610.29804
alone should be written, including the held energy-conservation finding
above. A future session that checks publication status, finds independent
corroboration, or directly reads Collins & Popescu 2025 should route back
to this question before writing a fourth note or editing the three kept
ones.

## Progress log

- 2026-10-22 (this promotion): cap reached at exactly three notes; held
energy-conservation finding recorded above, alongside the separate
open doubt about whether the critique's characterization of Collins &
Popescu's proposal is accurate. Neither discharge path checked yet —
this is a same-day capture with no time elapsed for citations or a
  venue decision. Status: open.
