across three very different systems (organizations, brains, a note-graph) that "should not be
promoted as a mechanism claim — only as a hypothesis worth a dedicated follow-up."

**The hypothesis.** The cognitive-science thread implies the vault should watch its own internal
strain signal (unfit notes piling up) and rewire when that signal crosses a threshold — an
*endogenous* trigger ([[claim-cognitive-conflict-prerequisite-for-restructuring]]). The
organizational-theory thread suggests structural reorganization in practice often correlates
with a change in *who is doing the deciding* — a new session, a new model generation, a change
in operating instructions — rather than with accumulated strain alone. Applied literally: the
capture that surfaced this was itself produced by a fresh session picking up a stale, garbled
queue entry left by a prior session's crash, and used that occasion to re-derive the state of
