title: "Do Pohjonen, Kebede & Aalen (ARM Project D5.1) and Tesfaye & Pohjonen (Global Voices) independently confirm Ethiopia's state 'media army' and AI-generated Red Sea propaganda as described in Schroeder et al. (2026)?"

Raised while promoting
[[claim-schroeder-2026-ethiopia-state-media-army-ai-red-sea-propaganda]].
That note rests entirely on Schroeder et al.'s October 2026 arXiv preprint
(arXiv:2610.11930), which itself synthesizes two underlying sources for its
Ethiopia case study, neither read directly this session:

1. Pohjonen, M., Kebede, A., & Aalen, L. (2026a), "Information suppression
in Ethiopia" (ARM Project Deliverable D5.1) — the primary source for the
government-organized "media army," paid activists/influencers, and
   co-option of fact-checking language.
2. Tesfaye, A., & Pohjonen, M. (2025, Oct 9), "AI and visual propaganda are
being used to stoke tensions as Ethiopia eyes Eritrea's Red Sea port,"
Global Voices — the primary journalistic source for the AI-generated
Red Sea/maritime-ambition imagery, video, voice, and music circulating
   on X and TikTok.

**What to establish.** Read both sources directly and confirm (a) that the
"media army" apparatus is described in those terms (or equivalent) in the
ARM Project deliverable itself, not only in Schroeder et al.'s summary of
it, and (b) that the Global Voices piece independently supports the
specific claim that AI-generated content (not merely AI-adjacent or
human-made content) has circulated and been amplified by former government
officials and pro-government accounts. A mismatch between the arXiv paper's
characterization and either primary's own wording would narrow or correct
the claim-note.

**Why it matters.** This is the claim-note's only load-bearing mechanism,
and it currently rests on one Tier-1 paper's synthesis of two sources this
vault has not read. Confirming or correcting it is what would move the
note off `[unverified-mechanism]` toward a stronger `audit_status`.
