The 2026-07-09 capture (`10-inbox/raw/2026-07-09-hop-patriot-osint-lineage.md`) noted a further lead: that the U.S. General Accounting Office's audit **NSIAD-92-340** "reportedly found only 9% of claimed kills met its 'strongest evidence' bar." The capture flagged this as `[unverified-quant]` — it was seen only in Tier 2–3 secondary quotes, and the primary GAO PDF blocked automated fetch.

## Why it matters

If confirmed, the ~9% figure is the strictest published estimate of Patriot's actual warhead-kill rate in the 1991 Gulf War — materially lower than the Army's revised 52% and its heavily hedged 40%-high-confidence subset (see [[claim-patriot-army-effectiveness-claim-collapsed-from-96-to-52-percent]]). It would deserve its own claim-note. As a bare quantitative claim resting only on secondary quotes, it cannot be recorded as fact until the primary is read (sources.md sourcing floor: quantitative claims require Tier 1–2).

## What would answer it

- Locate and read the primary GAO document NSIAD-92-340 (title approximately "Operation Desert Storm: Data Does Not Exist to Conclusively Say How Well Patriot Performed," 1992).
- Confirm whether the "strongest evidence" standard exists as described and whether the ~9% figure (or its exact value) is stated.
- If confirmed with a verbatim quote, write a Tier 1 claim-note and link it from the effectiveness-cascade note. If not, record that the figure could not be substantiated.
