[[claim-woeser-sole-tibetan-charter-08-signatory]] rests the claim "only one
Tibetan... has signed Charter 08" on High Peaks Pure Earth's 12 December 2008
post (Tier 3) and Wikipedia's looser "among the first of the original 303
signatories" (Tier 4). It is a count claim, and the sourcing floor requires
Tier 1–2 for numbers; it is also the specific point that makes the

observation]] notable rather than merely real — "a Tibetan signed a
human-rights charter" is ordinary, "exactly one, out of 300+" is the finding.

**What to read.** (1) The Charter 08 text itself, or a scholarly tally of its
initial signatories (Link/Liu's English translations and commentary on
Charter 08 exist and would be the natural Tier 1–2 stop) — look for ethnic
or regional identification of signatories, which the charter's own signatory
list may not carry explicitly, in which case the count may be
un-confirmable from the primary alone and the claim should be marked
[unverifiable — no primary ethnic breakdown] rather than left silently
resting on a blog's count. (2) Any scholarly literature on Charter 08's
ethnic-minority signatories (Tibetan, Uyghur) that might independently
corroborate or complicate High Peaks Pure Earth's count.

**Why it matters.** If the count holds, this is a genuinely sharp fact about
how thin ethnic-minority representation was in the marquee Chinese
human-rights document of 2008. If it doesn't hold — if High Peaks Pure Earth
undercounted, or later signatories (Charter 08 continued gathering
signatures after December 2008) added more Tibetan names — the observation's
"sole Tibetan" framing needs softening to "among the first" and the note
corrected in place per the operating spec's correction-history discipline.

**Progress, 2026-09-05.** The charter's own signatory list (CECC's
Chinese-and-English mirror, Tier 1) has now been read in full. Part (1) of
"what to read" above is done: the document confirms 303 signatories twice
in its own text, and its parenthetical field is (province, occupation), not
ethnicity — exactly the possibility this question anticipated ("the count
may be un-confirmable from the primary alone"). Exactly one entry declares
Tibet as province — Woeser's — which is now Tier 1 confirmed as a claim
about *province*. As an *ethnicity* claim, "only one Tibetan" remains
un-confirmable from this primary alone, since several other entries list
provinces (Sichuan, Gansu, Yunnan) overlapping historically Tibetan regions
without the document saying whether those signers are ethnically Tibetan.
Leaving open rather than closing: part (2) — scholarly literature on
Charter 08's ethnic-minority signatories that might independently
corroborate or complicate High Peaks Pure Earth's count — is still
