Its verdict: the record does not support a clean binary. Both Susan Greenhalgh's own text and an independent Tier-1 synthesis (Whyte, Wang & Cai, The China Journal, 2015) agree Party leadership already wanted a stricter policy before Song's 1978 encounter with cybernetics; what remains contested is how much causal weight Song deserves for the policy's specific, unusually extreme form. That capture flagged one gap as still open and unmet: Liang Zhongtang's own primary writing — the demographer reportedly refuting the "Song hijacked the policy" thesis — read in his own words rather than through Whyte/Wang/Cai's citation of him.

This capture does not re-investigate the pairing from scratch. It reports one new find that closes that specific, named gap, located via a fresh search rather than re-running the sibling's search: Liang Zhongtang's own 2009 essay, hosted on the publishing journal's own site (a small-web, non-mirrored primary find, not previously in the vault). Reading Liang in his own words does not contradict the sibling capture's verdict — it independently confirms and sharpens the "leadership already committed before Song" side, and goes further than anything previously captured by explicitly rejecting Song's causal self-credit. Verdict on the bipartite pairing itself: the resemblance is real. It is a mechanism — supersession of a politically-decided target by a later "scientific" justification — not a false friend, and it is now better evidenced than before.

Claim: Liang Zhongtang's own account states the one-child policy's origin has "hardly any connection" to Song Jian's projections, predating their public emergence by about twenty months

Writing in his own words, Liang Zhongtang states: "從時間上講，「一胎化」政策的產生與宋健的 「科學預測」沒有甚麼聯繫。「一胎化」政策最早可以追溯到1978年6月。當1980年2月宋健等人浮出水面 時，「一胎化」生育政策如同離弦的箭、出膛的子彈，早已實行了。即使退一萬步講，「一胎化」是經過 宋健計算的，也不能叫科學。" (Chronologically speaking, the emergence of the "one-child" policy has hardly any connection to Song Jian's "scientific predictions." The "one-child" policy can be traced at the earliest to June 1978. By the time Song Jian and his colleagues surfaced publicly in February 1980, the one-child birth policy was already like an arrow loosed from the bow, a bullet fired from the barrel — already being implemented. Even conceding all the way that the "one-child" policy was calculated through Song Jian, that still cannot be called scientific — translation for this capture, not independently cross-checked against a published English rendering.) This is the most direct and explicit rejection of Song's self-credit located in the vault to date, and it comes from the scholarly source the vault's existing notes on this dispute repeatedly named but had not yet read directly.

Claim: Liang dates the policy's origin to the State Council Family Planning Leading Group's 26–28 June 1978 "three-day meeting," chaired by Chen Muhua, which he calls its "instigator"

Liang traces the chain further back than a vague "1978": the State Council's Fifth National People's Congress work report (endorsed by Hua Guofeng, 24 February 1978) set a target of bringing the national natural growth rate below 1% within three years; the newly formed State Council family-planning leading group, headed by Chen Muhua, then held its first meeting — the "三天會議" (three-day meeting), 26–28 June 1978 — which treated "one couple, one child" as the primary means of hitting that target. Liang writes: "鑒於國務院計劃生育領導小組的會議報告和中央1978年69號文件都認可這次會議提出「最好一個最多 兩個」，那麼，我們有理由把「三天會議」當作「一胎化」政策的始作俑者。" (Given that both the leading group's own meeting report and the Party Central Committee's 1978 Document No. 69 confirm that this meeting proposed "one is best, two at most," we have reason to regard the "three-day meeting" as the instigator of the "one-child" policy — translation for this capture.) Claim: Liang characterizes Song Jian's group as, at most, propagandists and justifiers for a policy leaders had already decided, not its originators

Liang recounts that in November 1978, Song's colleague Li Guangyuan (李廣元) was denied official-delegate status at the first national population theory symposium — a sign the demography establishment did not yet recognize the cybernetic approach — and that Song's projections were not made public until a Xinhua wire story ran on 14 February 1980, roughly twenty months after the June 1978 meeting. Liang's conclusion: "在當時還屬於研究人員的宋健 等人，充其量也只是國家領導人提出政策的宣傳者和論證者。「中國學界主流是為國家領導人提供註釋 和論證的，所以，他們一般是不會先於國家領導人提出甚麼新觀點的。」" (Song Jian and his colleagues, still researchers at the time, were at most propagandists and justifiers for a policy national leaders had already put forward. "The mainstream of China's academic establishment provides annotation and justification for national leaders — so they generally do not put forward new views ahead of the leaders." — translation for this capture.) This is the same "legitimation, not origination" reading reached independently in claim-whyte-wang-cai-frame-song-as-supplying-legitimation-not-originating-policy, now sourced to Liang's own text rather than to a citation of him.
