Liang Zhongtang

Chinese demographer who proposed a two-child alternative to the emerging one-child policy at the 1979 Second National Demography Symposium in Chengdu, and later ran a real two-child pilot program in Yicheng County, Shanxi, from 1985. His 2014 book, Zhongguo jihua shengyu shilun (History of China's Birth Planning Policy), is cited by later scholars as a primary Chinese-language counter-account to Susan Greenhalgh's Song-Jian-centric history of the policy's origins.
