ARPA opened for business in February 1958 with no staff at all, and filled the gap by turning the Institute for Defense Analyses into an improvised "hiring hall"
When Roy W. Johnson arrived at the Pentagon on February 7, 1958 to become the Advanced Research Projects Agency's first director, per Richard J. Barber Associates' 1975 institutional history (built on direct interviews with founding participants), "he was literally the first professional on board. There was no organization or staff. He started out with an office, a secretary, [Neil] McElroy's hard-earned charter, and the temporary services of the Secretary's Administrative Officer." His first hire, Deputy Director Admiral John E. Clark, summed up the earliest months in four words the report quotes directly: "There were no charts and no soundings."
ARPA filled that vacuum through an improvised and, by the report's own account, procedurally unusual mechanism: borrowing scientific staff from the Institute for Defense Analyses (IDA) rather than hiring directly. By May 1, 1958 eight IDA staff, recruited almost entirely from industry within weeks, were already at work; Johnson personally wrote to major corporations asking permission for IDA to recruit named individuals, and "despite well-worded denials, IDA in effect became a 'hiring hall' for ARPA." The report argues this crisis-driven improvisation became constitutive of the agency's character rather than merely incidental to its founding: "The IDA mechanism... became a symbol of what ARPA came to hold as a self-image: urgency, excellence and flexibility."
This is early-ARPA culture (February-May 1958) that no cluster in this vault's existing DARPA hub — built from the 1980s Strategic Computing/Japan panic, the Werbos DOCSUB block, Other Transactions authority, and the CRISP memory wall, all dating from the 1970s-2000s — has previously touched.
