DARPA

The U.S. Department of Defense's central research-funding agency, created in 1958 (as ARPA) after Sputnik to keep the United States ahead in strategically important technology. It does not run laboratories of its own; it funds and steers work at universities and companies through program managers with unusual latitude, and it launches, shapes, and sometimes shelves whole research programs. Across seven decades it has been a decisive institutional actor in the history of computing — from the ARPANET to speech recognition to the 1983 Strategic Computing Initiative.

Matters to this vault not as an affiliation stamped on a paper but as an agent that acts — funds, initiates, blocks, and invents funding instruments — in four otherwise-independent clusters, which is why it earns an org hub under the stricter promotion bar Cali added on 2026-08-10 (load-bearing across more than one independent cluster and the org itself acts). • The 1980s US–Japan tech panic and Strategic Computing. DARPA initiated the roughly $1 billion Strategic Computing Initiative in 1983 (claim-fifth-generation-project-inspired-darpa-strategic-computing-initiative), and the institutional record shows the agency deciding how to justify it: director Robert Cooper privately doubted Japan's Fifth Generation program was a real threat yet used it as "a potent political lever" for funding (claim-cooper-privately-doubted-fifth-generation-threat-used-as-lever), Robert Kahn's September 1982 proposal cited Japanese spending as the rationale for the funding level (claim-kahn-1982-proposal-cited-japan-quintuple-spending-as-sci-rationale), while DARPA's own polished 1983 planning document names no foreign nation at all (claim-darpa-1983-strategic-computing-plan-omits-japan-fifth-generation). • Backpropagation's suppressed early history. DARPA is the blocker in Paul Werbos's on-the-record account: his backpropagation report was kept out of the DOCSUB technical-report system — "somebody jiggled influence… 'This is too hot'" (claim-werbos-1978-docsub-blocked) — and the agency's demand that he deliver "crisis warning, not pure theory" (claim-darpa-crisis-warning-pressure-on-werbos-matches-roberts-account) ties this cluster to Vietnam-era defense-funding politics and the Mansfield Amendment. • Other Transactions authority and the residue of fringe science. DARPA invented the mechanism: 10 U.S.C. § 2371 (now § 4021), "DOD's original Other Transaction authority pioneered by DARPA dating from 1989," for funding work outside standard procurement or grant review (claim-10-usc-2371-other-transactions-authority-funds-outside-standard-procurement). • The memory wall. DARPA co-funds (with the SRC's JUMP program) the CRISP research center whose headline "20 hours to under a second" DNA-alignment figure the vault could not source to any primary (claim-crisp-20-hours-to-under-a-second-figure-has-no-primary-source, claim-rapid-rapidx-speedups-fall-short-of-crisp-press-figure).
