FICO's own 'roughly two-thirds' reach figure has been restated with different denominators — transactions in 2008, accounts in 2021
Fair Isaac Corporation's FY2008 Form 10-K states Falcon Fraud Manager was used in approximately 65% of all credit card transactions worldwide (claim-fico-2008-10k-states-falcon-used-in-65-percent-of-credit-card-transactions). A June 16, 2021 FICO press release, distributed via PR Newswire, restates a similar-sized figure with a different denominator: "Around two-thirds of the world's card accounts are protected by the Falcon Platform, and more than 2.6 billion global payment accounts are in the FICO® Falcon® Intelligence Network." Both figures cluster around two-thirds, but "transactions" and "accounts" are not the same measurement, and FICO's own materials across this thirteen-year span do not appear to consistently distinguish the two.

The accounts denominator is not, however, an invention of the later restatements: it is already present in the 2008 filing, attached to a different product. A page above the Falcon sentence, in the same Item 1, Fair Isaac writes that its TRIAD adaptive control systems "are used by more than 250 issuers worldwide to manage approximately 65% of the world's credit card accounts" (p. 5). The FY2008 10-K therefore carries two separate 65% figures within a page of each other — Falcon at 65% of credit card transactions (p. 6), TRIAD at 65% of credit card accounts (p. 5) — which means a later "around two-thirds of the world's card accounts" claim about the Falcon Platform matches the 2008 wording for a different product exactly, and the 2008 Falcon wording not at all. The drift is real but its shape is more specific than a company being loose with units across thirteen years: two adjacent figures of the same size, differing in denominator and in product, are available for a later restatement to inherit from.
The load-bearing point is that FICO's own statements about Falcon have not, in the sources read directly, used the same denominator twice: 2008 says transactions, 2021 says accounts. Secondary and marketing sources that repeat the figure (see claim-fico-transaction-share-figure-is-self-reported-no-independent-audit) tend to flatten this drift into a single unqualified "majority" claim, obscuring that the underlying measurement has shifted even as the headline number has stayed roughly constant.
