The Norwegian Nobel Committee's 1975 Presentation Speech is the earliest documented instance of the Ossietzky-Sakharov pairing — 26 years before Lundestad's 2001 history

Aase Lionaes, Chairman of the Nobel Committee of the Norwegian Storting, delivering the Committee's Presentation Speech at the 10 December 1975 ceremony awarding Andrei Sakharov the Peace Prize, closed her remarks: "The Nobel Committee deeply deplores the fact that Andrei Sakharov has been prevented from being present here today in person to receive the Peace Prize. This is a fate he shares with the man who, forty years ago in 1935, was awarded the Peace Prize. His name was Carl von Ossietzky." This is the Committee's own institutional voice, delivered at the ceremony honoring Sakharov himself, explicitly naming Ossietzky as the precedent for a laureate "prevented from being present" — the identical structural pairing the Committee's own writing would reuse 35 years later in its 2010 Liu Xiaobo ceremony speech ("There was considerable outrage in Moscow when Andrej Sakharov received his Prize in 1975... The same speech names Ossietzky once earlier, in an unrelated passage surveying past Peace Prize rationales — "for pacifist work, such as Bertha von Suttner and Carl von Ossietzky" — a categorical mention, not a Sakharov comparison, but evidence the Committee had two independent occasions within one 1975 speech to reach for Ossietzky's name.

This pushes the documented origin of the Ossietzky-Sakharov pairing back 26 years earlier than Geir Lundestad's 2001 institutional history, previously the earliest instance this vault had traced. The pairing is not a retrospective framing invented in 2001 and reused later; it is the Committee's own opening move, made at Sakharov's own award ceremony, before Sakharov's own words on the same occasion ever reached the podium — his own Nobel Lecture and Acceptance Speech, read the following day, do not themselves invoke Ossietzky. The comparison has always been the Committee's construction, not the laureate's, older than any previously-documented instance in the vault's "comparison was the Committee's own" cluster by a quarter-century or more.
