Victor Rothschild's 1971 report on the organisation and management of government research and development laid down a single governing principle for applied work:
"the principle that applied R. & D., that is R. & D. with a practical application as its objective, must be done on a customer-contractor basis. The mechanism was a redirection of funding authority: money for applied research was moved out of the Research Councils and handed to the government departments that were meant to be the "customers," who would then commission the work they actually wanted. The report matters to the vault because it names the same funding family — the UK Science Research Council — that a year later commissioned the AI field's other great institutional shock, the Lighthill report (claim-lighthill-1973-named-general-problem-solving-disappointing). Two of the era's defining UK science-policy documents thus sit one funding institution and two years apart. The report explicitly set aside the older Haldane Principle of research-council autonomy from ministerial direction for applied work. Miles Parker's retrospective argues the customer-contractor split degraded government departments' long-term access to independent scientific advice — a science-advice-institution mechanism thread not yet followed here.
