Victor Rothschild's 1971 report on the organisation and management of government research and development laid down a single governing principle for applied work:

"the principle that applied R. & D., that is R. & D. with a practical application as its objective, must be done on a customer-contractor basis. The mechanism was a redirection of funding authority: money for applied research was moved out of the Research Councils and handed to the government departments that were meant to be the "customers," who would then commission the work they actually wanted.
