Woeser's own account: Tibetan self-immolation as protest has no precedent in Tibetan history before the wave that began in 2009

Tsering Woeser — the Tibetan poet and documentarian whose imprisonment-adjacent literary circle already reaches this vault through A.E. Clark's Ragged Banner Press and her signature on Charter 08 — states in her January 2016 New York Review of Books essay "Why Are Tibetans Setting Themselves on Fire?" that the practice has no root in Tibetan tradition: "These events constitute the largest wave of self-immolation as a tool of political protest in the modern world—yet there is no such tradition in Tibetan history." (The line often quoted in this form — "Since 2008, Tibet has been the site of the largest wave of self-immolation as a tool of political protest in the modern world" — is the NYRB standfirst printed above the essay, not Woeser's own sentence, and it dates the wave to the 2008 protests rather than to the first act in 2009. The two are easily spliced, because they end and begin on the same clause.)

The wave she documents began with a single act — the monk Tapey, who stepped out of Kirti Monastery and set himself alight in Ngawa on 27 February 2009 — and, by the time of her essay, ran to "at least 145 other Tibetans" beyond that first man, of whom "125 have died" (figures as reported in the same essay; a count carried by a Tier 2 specialist source rather than a primary tally). Woeser frames the act explicitly as sacrifice rather than suicide — "it is sacrifice for a greater cause" — a distinction that is load-bearing for her, and one that only reads as a claim about Tibet specifically because, on her own account, the tactic was not Tibet's to begin with.

This note is the Tibetan end of a diffusion chain: the tactic's modern template is Thich Quang Duc's 1963 Saigon act, which diffused into Soviet-bloc dissent before reaching Tibet fully formed.
