A.E. Clark's own imprint, Ragged Banner Press, translates Woeser alongside Hu Fayun and Ye Fu, and names Liu Xiaobo among its 'writers behind bars'

A.E. Clark — already in this vault as the author of a 2016 Law & Liberty essay on the one-child policy's origins — runs a second, unrelated project: Ragged Banner Press, his own translation imprint. Paper Republic describes it plainly: "A. E. Clark translates and, through Ragged Banner Press, publishes the literature of a few independent writers in the PRC who address social and historical topics deemed sensitive by the regime." The press's own roster is small — Woeser, Hu Fayun, and Ye Fu — alongside a "Writers behind bars" list naming Zhu Yufu, Liu Di, and Liu Xiaobo. Wikipedia's bibliography for Woeser corroborates the translation relationship from her side: Tibet's True Heart. Selected Poems is credited as "Poems by Woeser (Weise), translated by A. E. Clark."

Ragged Banner is not a commercial or institutional operation — a single translator publishing a three-author list, small enough that any connection it carries is legible as one man's side project, not an institution acting in its own right. That distinction matters for how this fact should be read: the bridge it creates from Clark's one-child-policy writing into Tibetan literary dissent and Charter 08 runs through a person, not a press.
